Removing difficulties and speeding up disbursement of resources for National Target Programs

Over the years, investment capital sources under the National Target Program have helped local villages, hamlets, and communes develop socio-economic infrastructure, ensuring increasingly effective rural-urban and regional connections. At the same time, they have supported the construction, renovation, and upgrading of rural infrastructure works, meeting the needs of commodity production and serving people's lives, especially in mountainous areas and areas with large ethnic minority populations.

Removing difficulties, proactively implementing capital disbursement

By the end of October 2025, in the face of major changes in the country, from July 1, Nghe An will implement a 2-level local government model. Therefore, budget sources serving the operations of the Party committees and authorities at all levels need time to be arranged, changed, and allocated according to the new model. Public investment sources of the National Target Program will also be reallocated according to the new administrative units. Therefore, while waiting for the allocation of resources, the communes have proactively developed plans, ready to "get involved" when there is a "source" allocated to the new commune.

In the border commune of Mon Son, Mr. Vuong Quang Huy - Vice Chairman of the Commune People's Committee said that in 2025, the source of the National Target Programs is expected to be allocated about 40 billion VND. However, because of waiting for the Provincial People's Council to meet to reallocate the source (meeting on November 3), to be proactive, the commune has "looked" at the content of projects and sub-projects to be ready when there is allocated funding. Some construction projects and source transfer projects from the previous year are currently suspended due to waiting for capital, such as the project to build a rigid bridge over the Moi village spillway; the project to build the Mon Son - Co Phat road...

“Most of the resources from the National Target Programs will be invested in supporting people in economic development through providing seeds, agricultural materials, economic models, and allocating resources for building essential infrastructure to serve people's lives according to the criteria of each project. However, the current problem, in addition to capital allocation, is the delay in the administrative service apparatus when project boards, economic and agricultural extension officers are still lacking,” Mr. Huy added.

Not only in Mon Son, this is also the common situation of other wards and communes. To gradually resolve these difficulties and shortcomings, the Provincial People's Council and the Provincial People's Committee have also issued many guiding documents on mechanisms and policies for localities to access and implement the disbursement of public investment sources to ensure efficiency and compliance with regulations such as: Decision No. 90/2025/QD-UBND dated November 12, 2025 of the Provincial People's Committee on amending and supplementing a number of articles in the regulations on management and operation of works; maintenance procedures, maintenance costs for construction investment projects implemented under specific mechanisms under the National Target Programs for the period 2021 - 2025 in the province; Decision on decentralization of appraisal of projects and production linkage plans under the National Target Programs...

Regarding the staff at the grassroots level, the Provincial Party Committee and the Provincial People's Committee are also urgently directing the establishment of High-Quality Service Supply Centers in communes, serving tasks such as agricultural extension, information and propaganda, establishing commune-level project committees, etc. From those specific solutions and instructions, localities can be bold and have the basis to speed up the progress of project implementation and disburse funds on schedule.

Prioritize construction of public works

At the end of October 2025, after consecutive storms and floods caused serious damage to traffic infrastructure and housing, immediately after having a plan to allocate resources for the National Target Programs, the People's Committee of Yen Hoa commune urgently arranged resources in combination with other sources to repair and upgrade roads and common infrastructure to serve the work and life of the people. Mr. Dau Duc Truyen - Chairman of the People's Committee of Yen Hoa commune said that in addition to constructing temporary bridges across the river to help isolated villages travel, in November 2025, the locality started to build houses for the poor, for households whose houses collapsed due to floods and started to build a multi-purpose community house and donated a library of books and toys to Yen Thang Kindergarten.

Implementing the disbursement of the National Target Programs for the period 2021-2025, Yen Hoa commune (including Yen Hoa and old Yen Thang communes) has implemented Project 1 on supporting the development of socio-economic infrastructure, the Xieng Lip - Xop Kha and Yen Tan - Yen Huong roads have now completed the road surface and put into use. For Project 5 on supporting housing for poor households and households in difficult circumstances, 71 households have had their houses built or repaired. In Project 1, the National Target Program for the development of ethnic minority areas in 2022, disbursed funds to build houses for 04 households; and built scattered domestic water works for 25 households.

In the border commune of Chau Khe, Mr. Lo Van Thao - Secretary of the Party Committee said that the support sources from the National Target Program play an important role in promoting social security and socio-economic development of Chau Khe. Specifically, the public investment capital for the period 2021 - 2025, the commune received over 250 billion VND with 36 projects. The basic projects have been completed and put into use, contributing to promoting economic development in the area. From the State's investment source, 42 rural traffic routes with a length of 6,887.5m have been solidly built. For example, concreting 5 new rural roads in Chau Dinh and Boong villages with a length of 1,021m. Renovating the road to the production area of ​​Bung Xat village. Expanding traffic roads and drainage ditches in Bai Gao village. Upgrading roads, drainage culverts in Chau Son village... Strong investment in infrastructure has greatly contributed to supporting people in traveling, buying and selling, and exchanging goods and agricultural products in Chau Khe commune.

According to the Department of Ethnic Minorities and Religions, from 2021 to now, from the National Target Program, the whole province has built and upgraded over 2,659km of rural roads with a cost of more than 3,246 billion VND, bringing the total number of roads built and upgraded in the whole province since the implementation of the Program to 12,282km, with a total cost of more than 15,764.4 billion VND. An additional 398km of canals have been built, with a cumulative total of 3,747km of canals of all kinds to date. Hundreds of irrigation works such as embankments, culverts, and pumping stations for irrigation have been renovated and upgraded, with a total cost of 3,630.7 billion VND. 1,349km of power lines of all kinds have been built and upgraded with a cost of more than 1,239 billion VND.

Evaluating the results of the National Target Program for the period of 2021 - 2025, Comrade Phung Thanh Vinh - Vice Chairman of the Provincial People's Committee said that the investment and support contents directly related to the people have brought positive effects, created livelihoods, improved people's knowledge, and gradually stabilized their material and spiritual lives, making an important contribution to preserving and promoting the fine cultural identities of ethnic minorities. At the same time, it has contributed to helping the socio-economic development of the highlands gradually change positively; contributing to strengthening the solidarity bloc, complying with and implementing the Party's guidelines and policies, the State's policies and laws, and regulations of local authorities in ethnic minority and mountainous areas.
