Removing "bottlenecks" to disburse career capital

While development investment capital (infrastructure construction) reached an average of 45.4% (VND 727.3 billion), career capital (production and livelihood support) became the biggest "bottleneck" at only 21.3% (VND 405 billion).

According to the report of the Department of Finance, as of October 31, the total disbursed central budget capital for implementing national target programs reached 1,132.37/3,508.28 billion VND, equal to 32.3% of the allocated capital plan.

While development investment capital (infrastructure construction) reached an average of 45.4% (VND 727.3 billion), career capital (production and livelihood support) became the biggest "bottleneck" at only 21.3% (VND 405 billion).

Disbursement results show clear differences between capital flows.

By program, the New Rural Development Program has the highest disbursement rate, reaching 52.5%. On the contrary, the two key programs, Socio -economic Development of Ethnic Minority and Mountainous Areas and Sustainable Poverty Reduction, are facing many difficulties, with disbursement rates reaching only 28.4% and 30.7%, respectively.

The cause of the delay comes not only from objective factors such as natural disasters in the past months of July, August and September, but also from difficulties in mechanisms and implementation capacity at the grassroots level.

The biggest difficulty at present lies in the contractor's capacity and site clearance, especially the procedures related to the conversion of forest land use purposes. For example, the project in Phinh Ho commune had to bid 3 times to select a construction unit. In addition, the rainy weather also affects the progress of traffic projects. However, we are committed to making every effort to achieve a disbursement rate of over 90% of the plan.

At the commune level, the deployment of career capital is also facing difficulties due to the lack of beneficiaries in accordance with regulations.

Mr. Tran Trung Kien - Chairman of Bao Ha Commune People's Committee said: "Regarding capital for basic construction investment, the commune is speeding up the acceptance progress. However, the career capital is facing major obstacles regarding beneficiaries. For example, the residential arrangement project with a target of 9 billion VND has not been implemented due to regulations. We have proposed to transfer this capital to other more feasible contents to ensure progress."

Besides, the arrangement of administrative units and change of management model also overloaded the commune-level apparatus, and newly transferred cadres have not yet grasped the work.

Faced with urgent requirements as the 2025 budget year is about to end, the province has determined that disbursement of capital for national target programs is not only an economic task but also a key political task.

The province's consistent guiding viewpoint is not to blame objective factors, but to look directly at subjective limitations in the implementation stage to have timely solutions.

The Provincial People's Committee has requested localities to review and report to the Department of Finance for synthesis to submit to the province for consideration of authorizing investment decisions to the commune level, immediately removing the "bottleneck" of authority.

At the same time, investors must commit to a specific completion timeframe and strictly follow the monthly reporting regime before the 6th so that the province can make timely adjustments.

The thoroughness also spread to specialized departments and branches. The Department of Home Affairs issued a document guiding the establishment of Commune-level Management Boards to stabilize the organizational apparatus after the merger. In particular, with its standing role, the Department of Agriculture and Environment proactively proposed to adjust and supplement more than 50 billion VND of unallocated or difficult-to-disburse public capital to more feasible contents.

In addition, the province also established inter-sectoral working groups to work directly at the grassroots level in November 2025. The goal is to "hand-hold and guide" projects that are stuck in their documents right at the site, resolutely transferring capital from localities that are slow to localities with good capital absorption capacity, ensuring maximum benefits for people in the beneficiary areas.
