Untangling the knots in Resolution 09 will help people in the mountainous areas of Nghe An province settle down sooner.

From makeshift houses by streams and rivers constantly facing landslides and flash floods, many households in the mountainous areas of Nghe An province are gradually moving to safer locations thanks to the resettlement support policy under Resolution 09 of the Provincial People's Council. The review and adjustment of mechanisms towards greater flexibility is expected to alleviate difficulties and bring policies closer to the people.

The first spring in the new house

After years of living in a makeshift house that offered insufficient shelter from the sun and rain, this spring, the family of Mr. Xong Dia Nenh and Mrs. Tho Thi Bao in Huoi Moi village, Tri Le commune, celebrated their first Tet (Lunar New Year) in their new home. With support from the government, the generosity of the local authorities, and the kindness of their fellow villagers, their dream of living in a traditional wooden house with a Samu roof has now become a reality.

Mr. Xong Dia Nenh shared: My family’s old house was right next to the Huoi Moi stream. During the recent Typhoon No. 3, landslides and strong floodwaters swept away our house. I was very worried then, not knowing where to live and not having the money to rebuild. Thanks to the government’s concern and the help of the villagers, my family now has a new house this Tet, and we no longer have to worry every time it rains or storms.”

Not only Mr. Nenh's family, but many other households in the mountainous and highland communes of Nghe An province are also gradually stabilizing their lives thanks to the resettlement support policy.

In Bai Oi village, Con Cuong commune, for many years, Mrs. Nguyen Thi Hong's small house, situated close to the Lam River, has constantly faced the risk of landslides. Being elderly, living alone, and no longer able to move around much, each rainy season brings her added anxiety.

Following the effective date of Resolution No. 09 of the Nghe An Provincial People's Council, Ms. Hong was the first household in Con Cuong commune to benefit from this support policy. Thanks to the State's attention, a safer place to live is gradually taking shape; not only helping her stabilize her life, but also instilling confidence in many disadvantaged households in the highlands.

Adjust the mechanisms to bring policies closer to the people.

According to Resolution No. 09 of the Provincial People's Council, the policy to support the implementation of the program for relocating and stabilizing the population according to the State's planning and plans is implemented in disaster-prone areas, areas with special difficulties, and border areas in Nghe An province. The goal is to stabilize and improve the lives of the people, minimize damage caused by natural disasters; support people's equal access to basic social services, contribute to poverty reduction, protect the environment, and strengthen national defense and security.

Mr. Vi Van Truyen, Head of Hoa Son village, Muong Xen commune, said: "The support policies of the Party and the State have eased the difficulties for the people. Without these support policies, it would be very difficult for people in mountainous areas to recover after natural disasters."

Currently, Nghe An province has 688 households eligible for resettlement under Resolution No. 09. However, the actual implementation process still faces difficulties and obstacles. The resolution stipulates that support funds will only be disbursed after investment, while many households in mountainous areas, affected by natural disasters, lack the resources to build houses before receiving the support money.

According to Mr. Nguyen Hong Tai, Chairman of the People's Committee of Tuong Duong commune: "The biggest difficulty remains the availability of residential land. For mixed-use land in Tuong Duong, prices are quite high, making it very difficult to allocate land to the people," Mr. Tai stated.

Sharing the same view, Mr. Lo Van Thu, Chairman of the People's Committee of Muong Xen commune, stated that the regulation requiring houses to be completed and inspected before payment is made prevents many households from accessing the policy due to a lack of initial capital.

Based on local experience, Mr. Tran Anh Tuan, Chairman of the People's Committee of Con Cuong commune, suggested: "The Provincial People's Committee should consider categorizing specific target groups to have a more appropriate support mechanism for cases not yet included in the regulations."

To promptly support people affected by natural disasters, on January 21, 2026, the People's Committee of Nghe An province issued Decision No. 189, approving the plan for the resettlement of households and individuals affected by the 2025 storms and floods. According to the plan, 480 eligible households across the province will be resettled in 21 communes , mainly in mountainous and border areas, with a total budget of 143.4 billion VND. The Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and supervise the implementation, ensuring that people can quickly stabilize their living conditions and production.

Stable resettlement is both a goal and a crucial solution for sustainable socio -economic development in mountainous and highland areas. Proactively reviewing and adjusting mechanisms, and removing bottlenecks in capital, land, and implementation procedures will create conditions for Resolution 09 to truly be effective. When policies are streamlined, people in the highlands of Nghe An will soon have safe housing, be able to work and produce with peace of mind, gradually stabilize their lives, and strive for long-term development.
