Removing obstacles to industrial cluster development.

In the industrial development landscape of Tuyen Quang, industrial clusters are identified as important "leverages" to attract investment, create jobs, and shift the economic structure. However, from planning to practical operation, there are still many "bottlenecks" that need to be addressed.

Growth drivers

In the province's economic development strategy, industry is identified as the "engine" of growth, while industrial clusters are important areas for expanding production, attracting investment, and creating jobs. According to the revised Provincial Planning for the period 2021-2030, with a vision to 2050, Tuyen Quang plans 48 industrial clusters with a total area of ​​approximately 2,450 hectares; at the same time, 11 industrial clusters, covering 185 hectares, have been removed from the plan due to their current unsuitability, in order to concentrate resources on areas with greater advantages.

According to data from the Department of Industry and Trade, the average annual growth rate of added value in the province's industrial sector is expected to reach nearly 10.7% from 2021 to 2025. In 2025 alone, the total industrial production value of the province is projected to exceed 33 trillion VND, an increase of over 16% compared to the previous year, making a significant contribution to GRDP growth and budget revenue. Currently, the province has 17 industrial clusters established with a total area of ​​approximately 810 hectares; of which 9 clusters have attracted 45 projects with a total capital of over 8,377 billion VND; 34 projects are operational, creating jobs for nearly 10,200 workers. Some industrial clusters have achieved high occupancy rates such as Phuc Ung (nearly 97%), Thang Quan (nearly 88%), Minh Son 2 (100%)...

Mr. Yan XiaoJun, Production Director of Greenhome Flooring Co., Ltd., said that choosing to invest in Thang Quan Industrial Park was the right decision. Thanks to the handover of a clean site, synchronized infrastructure, and convenient transportation, the company did not spend much time on investment preparation and factory construction. After only two years of implementation, the project has entered stable production.

Since the beginning of 2026, Greenhome Flooring has maintained its production of industrial flooring panels for export, primarily to the United States, Canada, and the United Kingdom, with a production volume of 8-10 containers per month. However, the company is facing pressure due to geopolitical instability, which has increased transportation costs by approximately 40%, while the prices of wood raw materials and labor costs have also risen simultaneously. Despite this, the company remains confident in the province's investment environment and hopes to continue expanding production.

However, the average occupancy rate of new industrial clusters is only about 43%, indicating significant potential for development but also clearly reflecting "bottlenecks" in infrastructure and attracting secondary investment.

Identifying the right "bottlenecks" is crucial for timely resolution.

Despite being identified as a driving force for industrial development, investing in infrastructure and filling industrial clusters in the province still faces many difficulties. The majority of the current bottlenecks lie not in planning but in the implementation phase.

Firstly, the investment appeal of industrial clusters has not yet reached its full potential. Tuyen Quang lacks significant geographical advantages compared to other industrial and logistics centers; its off-site infrastructure is not yet fully developed; and logistics and warehousing services are insufficient. Meanwhile, its competitiveness with neighboring localities such as Thai Nguyen, Vinh Phuc, and Bac Ninh is limited. Secondary businesses are increasingly demanding higher technical infrastructure, environmental standards, logistics, and streamlined procedures; investors are ready to shift their focus if infrastructure is incomplete or if there is a shortage of clean land.

Another reason is the lack of synchronized technical infrastructure in many industrial clusters. In many places, only land leveling and partial completion of internal roads have been achieved; water supply and drainage, centralized wastewater treatment, and fire prevention and control have not been fully invested in. This is a major drawback that reduces the attractiveness of industrial clusters. This reality is clearly evident at the Km 38 Tan Xa Phin Industrial Cluster in Nam Dich commune and the Tan Thanh Industrial Cluster in Ham Yen commune. Although established in 2015 and 2017 respectively, the technical infrastructure has almost not been invested in, and no secondary projects have been registered. Even at the Phuc Ung Industrial Cluster, which has a nearly 97% occupancy rate with 13 projects, there is still no centralized wastewater treatment system.

According to a review by relevant authorities, the "bottlenecks" are concentrated in four main groups: investment procedures, land clearance, leveling materials, and the implementation capacity of the investors. Of the 7 industrial clusters with a total area of ​​344 hectares where businesses are the infrastructure investors, only 5 have completed detailed planning; 4 have had their environmental impact assessment reports approved; 4 have been allocated or leased land; and only 2 are currently carrying out land leveling.

In particular, land clearance remains the "bottleneck of bottlenecks". For example, the Ninh Lai - Thien Ke Industrial Cluster (Son Duong district), with an area of ​​75 hectares and a total investment of 965 billion VND, was established in 2021 but has only received nearly 35 hectares of land in phase 1 due to obstacles in surveying, compensation, and relocating graves. The An Hoa - Long Binh An Industrial Cluster is "stuck" at the detailed planning stage and lacks approximately 1.2 million square meters of embankment land; while the Trung Mon Industrial Cluster is behind schedule due to planning issues and the conversion of rice paddy land.

Comrade Hoang Anh Cuong, Director of the Department of Industry and Trade, frankly acknowledged: "The biggest bottleneck currently is not the lack of planning, but the implementation phase."

Determined to bring industrial clusters into operation.

The province's consistent approach is to support businesses while also resolutely tightening implementation schedules. Accordingly, the province directs departments and agencies to focus on immediately removing bottlenecks related to investment procedures, planning, land, environment, fire safety, and leveling materials, etc., with clear responsibilities, tasks, and deadlines.

As the coordinating agency, the Department of Industry and Trade regularly reviews the progress of each project, promptly compiling difficulties and obstacles to advise the Provincial People's Committee on directing solutions or recommending that competent authorities resolve them. For projects with prolonged delays and investors lacking capacity, the Department will advise the Provincial People's Committee to inspect, review, and consider handling them according to regulations. The Department proactively coordinates with relevant sectors to prevent businesses from being left to fend for themselves. In particular, it coordinates with the Department of Agriculture and Environment to resolve obstacles in converting forest land and rice land; exploiting minerals for leveling materials; the Department of Construction to expedite the appraisal of dossiers; and the electricity, water, and transportation sectors to quickly resolve issues related to connecting infrastructure outside the project boundaries.

Along with relevant departments and agencies, local authorities are also focusing on resolving the "bottleneck of bottlenecks," namely land clearance. Infrastructure investors are mobilizing maximum financial resources, manpower, and machinery to accelerate construction progress. The atmosphere at the Ninh Lai - Thien Ke Industrial Cluster is bustling with over 50 high-capacity machines leveling the ground, completing the connection of electricity, water, and transportation, and coordinating land clearance for phase 2. Mr. Doan Thanh Hung, the project commander, said that this is the largest industrial cluster in the province, with a scale of 75 hectares and a total investment of over 965 billion VND. The project involves a large volume of excavation and embankment; 126 households are subject to land clearance, with an estimated 12-16 households requiring resettlement, and over 200 graves needing relocation. This is also a large volume of work, and we are clearly outlining each construction stage to ensure the project's progress.

With the decisive involvement of the entire political system, the proactive efforts of businesses, and the consensus of the people, the goal of bringing industrial clusters into operation soon, creating new growth poles for Tuyen Quang's industry, is gradually becoming a reality.

In the spirit of resolutely refusing to sacrifice the environment for economic growth, the Department of Agriculture and Environment, in accordance with its functions and duties, is strengthening inspections of compliance with environmental protection laws at production facilities within the industrial cluster, focusing on wastewater discharge, waste treatment, and the installation and operation of automatic environmental monitoring systems. At the same time, the Department is committed to closely coordinating with investors and businesses to resolve issues arising during the investment process in the industrial cluster. Besides the province's involvement and the decisive actions of relevant agencies, businesses and production facilities need to raise their awareness and responsibility in environmental protection; implement green production and circular production goals, and limit emissions into the environment for a safe and sustainable environment.

To date, Nhữ Khê commune is implementing land clearance for the Nhữ Khê Industrial Cluster, covering an area of ​​40 hectares. The project is basically on schedule, following all procedures and receiving high levels of public support.

At the same time, the local authorities are continuing to focus on reviewing the remaining tasks, stepping up propaganda and mobilization efforts, and coordinating closely with specialized agencies to complete the relevant documents and procedures, striving to hand over the entire site before June 30, 2026, so that the investor can implement the project according to plan.

Expediting land clearance not only facilitates the early commencement and operation of the project but also opens up many new development opportunities for the locality. Upon completion, the project will contribute to attracting investment, promoting economic restructuring, creating more jobs, increasing people's income, and gradually building a more comprehensively developed, civilized, and modern locality.

Currently, the company is investing in the construction of the An Hoa Industrial Cluster Project (Binh Thuan Ward) with a scale of nearly 75 hectares and a total investment of VND 668 billion. The project is being developed with a modern, multi-sector technical infrastructure system, prioritizing the attraction of processing, manufacturing, supporting industries, and high-tech, environmentally friendly industries. It is expected that upon completion and operation, the industrial cluster will create jobs for approximately 3,000 local workers, contribute to increased state budget revenue, promote industrialization and urbanization in the area, and create momentum for socio-economic development. However, during implementation, the company is facing some obstacles, such as adjusting the construction design plan after the historic flood of 2024, when the water level reached its peak at 27.73 meters, causing severe flooding in the industrial cluster. Therefore, the company is finalizing procedures to obtain additional permits for approximately over 1 million cubic meters of fill soil to raise the project's ground level. At the same time, the company hopes that relevant departments and agencies will shorten administrative procedures, and that banks will cooperate with businesses and residents to facilitate land clearance, with the determination that the project will be completed and put into use by the second quarter of 2028.

As the village head, I have actively gone door-to-door, listening to the opinions, thoughts, and aspirations of the 54 households in the village, as well as persuading people to trust and follow the policies and plans that the province has been implementing for the Xuan Van Industrial Cluster project. To date, all 54 households in the village have agreed to donate land for the project to be implemented according to plan... We all hope that when the Industrial Cluster becomes operational, it will contribute to creating jobs for the people and promoting local economic development.
