Can Tho City has 55,454 business households that must convert from lump-sum tax to declaration or convert into enterprises from January 1, 2026.
Propaganda to business support
According to Can Tho City Tax, the local tax has organized 27 training conferences to disseminate policies on converting the model from lump-sum tax to declaration for business households with more than 4,000 business households attending.
In addition, the tax authority also went to business locations to propagate and guide nearly 6,000 business households, and provided support via phone and online communication channels with more than 7,000 visits.

Concerns of business households when abolishing lump-sum tax are identified as common difficulties. The Tax Department is planning to support policy consultation, while simplifying accounting books and issuing invoices for business households.
The process is carried out in a “one-touch” manner on the E-tax mobile application. Business households only need to enter input and output sources, and when it comes to tax declaration period, they only need to operate on the application to submit the declaration to the tax authority.
The need for support does not stop at guidance but also the burden of initial investment costs (cash registers, software, accounting services). According to Mr. Boi, this is a key point that Ca Mau Provincial Tax has identified, so in the action plan, the unit commits to coordinate with electronic invoice service providers to have policies to support equipment and costs for business households.
Meanwhile, for Can Tho City Tax, Mr. Trieu said that for older business households that are not familiar with technology, tax officers will go directly to each household to guide them according to the motto "holding hands and showing how to do things". Then, they will monitor whether the business households have implemented it or not to continue to accompany and support them.
