Project grouping for problem solving

Task Force No. 1, headed by Mr. Le Trong Yen - Standing Vice Chairman of the Provincial People's Committee, handles and resolves obstacles in projects related to agriculture, forestry, and minerals, and extends land use deadlines in accordance with land law. In addition, it determines specific land prices, waste treatment costs, handles violations of land law, misuse of land, irrigation, project demarcation, and land clearance.

According to the team's recent draft report, as of May 15th, the team had essentially completed its work in terms of breadth, clearly identifying difficulties and obstacles, and had reviewed and categorized 133 projects. Of these, one project was successfully resolved: the Thao Nguyen High-Tech Agricultural Production and Agro-Tourism Project, which required investment project adjustments. The project's adjustments were approved by members of the Provincial People's Committee in Document No. 1550/VP-NNMT dated May 15, 2026.

Simultaneously, the team proposed removing 28 projects from the list of those under monitoring and guidance to resolve difficulties and obstacles (including 1 project successfully resolved), while the remaining 27 projects will undergo administrative procedures.

Of the 27 projects, the land sector had the most with 17 projects, followed by mining with 5 projects, forestry and other sectors with 4 projects, and irrigation with 1 project. Projects in the land sector faced obstacles, difficulties, and violations related to key issues such as: administrative procedures regarding land; extensions of land use deadlines; proposals to withhold project extensions due to the company's failure to thoroughly address existing problems and violations as per previous provincial conclusions; failure to complete procedures for land use conversion; and failure to complete compensation and land reclamation for encroached land.

In many of these projects, investors had contacted local authorities or received guidance on administrative procedures related to land within their jurisdiction. Some projects have terminated investment or had their investment approvals revoked.

Five mineral projects are facing difficulties and obstacles related to administrative procedures concerning land use and mining license issuance. These shortcomings and limitations have been addressed through specific guidance documents issued by the Department of Agriculture and Environment and other relevant departments within the group.

Task Force No. 1 also categorized 46 projects under the jurisdiction of the Central Government, which the Provincial People's Committee had submitted proposals for but had not yet received, and placed them in the monitoring group awaiting the results of the Central Government's handling. Specifically, these included projects with overlapping mineral resource planning awaiting adjustment (Decision No. 866/QD-TTg): 18 projects; overlapping mineral reserve planning awaiting the opinion of the Ministry of Agriculture and Environment (Decision No. 1277/QD-TTg): 25 projects; and projects awaiting guidance and conclusions from the inspection: 6 projects.

Specific step-by-step instructions for resolving issues immediately for the 53 projects.

Specifically, Task Force No. 1 has compiled a list of 53 remaining projects under the responsibility of local authorities, departments, and sectors, with obstacles in one area accounting for 34 projects, including: forestry: 7 projects; land: 27 projects related to extending land use deadlines, determining specific land prices, extending investment deadlines, land acquisition issues, assets on land under the jurisdiction of communes, legal violations, and unauthorized or illegal activities. Of the 27 land-related projects, 4 projects are expected to apply Article 12 of Resolution No. 29/2026/NQ-QH16, dated April 24, 2026, on specific mechanisms and policies to handle violations of land law by organizations and individuals occurring before the Land Law of 2024 comes into effect and to resolve difficulties and obstacles for stalled and long-standing projects.

Regarding issues involving two or more areas, there are 19 projects. The Department of Agriculture and Environment has reviewed them, and the main group of issues is related to land. Accordingly, the Department of Agriculture and Environment has been assigned to take the lead in resolving these issues, with a projected completion date of June 30, 2026.

All 53 projects are immediately solvable; the team has assigned leaders, lead agencies, and specific weekly completion milestones. Additionally, during the review process, Task Force No. 1 found that 21 projects overlapped with those of other task forces, and the relevant agencies are currently seeking guidance on determining the appropriate authority for handling them.

Regarding this matter, Comrade Le Trong Yen - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, said: "Based on the group's meetings, the group leader is currently directing specialized agencies to clearly guide and resolve specific projects step by step, especially the 53 projects that need immediate review and resolution. From there, the leaders of departments, sectors, and agencies in the group are upholding a high sense of responsibility, closely supervising subordinates and affiliated agencies, and enhancing effective coordination with each other and with relevant parties to resolve issues and achieve the final results as soon as possible."

With the aim of removing difficulties and obstacles, unlocking social resources, improving the investment environment, and promoting socio-economic development, on April 29, 2026, the Chairman of the Provincial People's Committee issued Decision No. 1896/QD-UBND establishing working groups to handle and resolve difficulties and obstacles for non-budgetary investment projects in the province (phase 2). Five working groups are headed by five Vice Chairmen of the Provincial People's Committee, with Group 1 handling the most projects, with 133 projects across various sectors.
