(MPI) – Speaking at the meeting and working session with the Vietnam Innovation Network and Vietnamese experts in Europe, Minister of Planning and Investment Nguyen Chi Dung highly appreciated the Network members and experts who have made many positive contributions to Vietnam's innovation activities in recent times, especially their contributions to the development of the National Innovation Center. The Network's experts will be the core force, actively contributing to promoting Vietnam's science, technology and innovation in the new era - the era of national development.

The meeting took place on the afternoon of January 19, 2025 local time, during the official visit to the Czech Republic, in Prague by Prime Minister Pham Minh Chinh . Attending the meeting were experts, intellectuals, and members of the Vietnam Innovation Network in Europe and the Czech Republic.
On behalf of the Ministry of Planning and Investment, the founding and sponsoring agency of the Vietnam Innovation Network, Minister Nguyen Chi Dung thanked Prime Minister Pham Minh Chinh for taking the time to work with the Vietnam Innovation Network in Europe and the Czech Republic. This is an important milestone for the Vietnam Innovation Network in Europe when for the first time the Prime Minister chaired a meeting, exchanged, listened to the aspirations and suggestions from the members of the Network.
On this occasion, Minister Nguyen Chi Dung shared some orientations, viewpoints and the situation of science and technology development, innovation and development of breakthrough industries such as semiconductors and artificial intelligence in Vietnam.
Accordingly, regarding the policy and orientation for the development of science and technology, innovation in Vietnam, the Minister said that in recent times, the ideas and viewpoints on science and technology, innovation and national digital transformation have been oriented and directed by the Party, State, Government and Prime Minister as the top important breakthroughs, the main driving force for the rapid development of modern productive forces, bringing the country to breakthrough development and prosperity in the new era.
Resolution No. 52-NQ/TW dated September 27, 2019 of the Politburo on a number of guidelines and policies to proactively participate in the Fourth Industrial Revolution set the goal: Effectively exploiting the opportunities brought about by the Fourth Industrial Revolution to promote the process of growth model innovation, economic restructuring associated with implementing strategic breakthroughs and modernizing the country; strongly developing the digital economy; developing rapidly and sustainably based on science and technology, innovation and high-quality human resources.
The socio-economic development strategy for the 2011-2030 period approved in the Resolution of the 13th National Congress affirmed: comprehensive development of human resources, science, technology, innovation associated with arousing the aspiration for national development, national pride, self-reliance and promoting cultural values and Vietnamese people. Developing human resources, especially high-quality human resources, is one of three strategic breakthroughs, along with institutional improvement and infrastructure development, to ensure the country's rapid and sustainable development goals in the coming period.
In particular, Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo continued to affirm that our country is facing the need for strong, strategic and revolutionary policies and decisions to create new impetus, breakthroughs in science and technology development, innovation and digital transformation, to bring the country to develop strongly in the new era - the era of prosperity and strength, successfully achieving the goal that by 2030, Vietnam will become a developing country with modern industry and high average income, and by 2045, it will become a developed country with high income.
Resolution No. 57-NQ/TW also sets the target that by 2030, the potential, level of science, technology and innovation will reach advanced levels in many important fields, and be among the leading groups among upper-middle-income countries; the level, capacity of technology and innovation of enterprises will reach above the world average; a number of science and technology fields will reach international levels. Vietnam will be among the top 3 countries in Southeast Asia, the top 50 countries in the world in digital competitiveness; the top 3 countries in Southeast Asia in research and development of artificial intelligence, and the center for developing a number of digital technology industries and fields in which Vietnam has advantages.
Recently, under the direction of the Party, the State, the Government and the Prime Minister, the National Innovation Center (NIC) was established under the Ministry of Planning and Investment, with the function of supporting and developing the innovation ecosystem in Vietnam. After 5 years of operation, the National Innovation Center has implemented many activities and has been recognized and evaluated as having the best innovation ecosystem in the country, gathering and actively participating in businesses, universities, innovation support organizations, and startups from developed countries.
Regarding the development of the semiconductor and artificial intelligence industry: Vietnam is emerging as an attractive destination for investors in many technology industries, such as the semiconductor industry, thanks to its high-quality human resources at competitive costs; strong investment and upgrading of infrastructure; increasingly open and transparent mechanisms and policies; high political determination of the Party and State leaders, especially the attention and close direction of the Prime Minister.
In 2024, Vietnam took many drastic actions to promote the semiconductor and artificial intelligence industries, such as immediately establishing the National Steering Committee for Semiconductor Industry Development headed by the Prime Minister; Issuing the National Strategy for Semiconductor Industry Development and the Semiconductor Industry Human Resource Development Program.
Many mechanisms and policies have been amended and newly issued to facilitate the development of the semiconductor industry, such as the Capital Law, Resolutions on piloting a number of specific mechanisms and policies for Ho Chi Minh City, Da Nang and a number of provinces and cities; Investment Support Fund with many preferential breakthrough mechanisms for research and development center projects, projects in the fields of semiconductors and artificial intelligence.
The Ministry of Planning and Investment has worked with many leading technology corporations in the world such as Qualcomm, Google, Meta, LAM Research, Qorvo, AlChip... to expand investment and shift the supply chain to Vietnam, develop research centers, expand investment, business and production in Vietnam. Some localities such as Ho Chi Minh City, Da Nang, Bac Ninh, Bac Giang, Vinh Phuc, Binh Duong... have actively and proactively implemented activities to develop ecosystems and human resources, attract investment and international cooperation to develop the semiconductor industry.
In particular, on December 5, 2024, a cooperation agreement between the Vietnamese Government and NVIDIA Corporation was signed to cooperate in establishing a Research and Development Center and an AI Data Center in Vietnam. The agreement is an important "push" to help Vietnam make a leap forward in technology in the coming time, with a large spillover effect, attracting the attention of other high-tech investors in the world, especially in the field of AI and semiconductors to invest in Vietnam; at the same time, attracting and retaining many talents in the field of semiconductors and AI.
In international cooperation, Vietnam has actively promoted and made semiconductors and artificial intelligence the key and consistent content in cooperation frameworks with international partners, high-level and all-level foreign affairs activities with the United States, India, and South Korea.
The viewpoint and direction to focus on in the coming time is to concentrate resources to implement the orientations, goals, contents, activities, and tasks in the approved Strategy and Human Resource Development Program; Strengthen international cooperation, actively approach and work with large corporations and enterprises in semiconductors and artificial intelligence, especially focusing on attracting investment projects in the field of advanced packaging, which is a field that has the potential to create a breakthrough for Vietnam; Focus on perfecting the 3 pillars for the semiconductor industry: mechanisms, policies; infrastructure and high-quality human resources; Continue to attract talents, especially Vietnamese talents around the world to contribute to the domestic semiconductor industry.
Regarding some contents proposed for Network members to implement in the coming time, Minister Nguyen Chi Dung suggested that members of the Vietnam Innovation Network, the overseas Vietnamese community, experts, scientists, and Vietnamese businessmen in the Czech Republic maximize the relationships they have in the Czech Republic to bring the highest benefits to the country, even the smallest ones, thereby bringing resources into Vietnam to develop the country.
At the same time, promote connections with the world's leading experts, Institutes/Schools, businesses, organizations, investment funds and other suitable resources that can support Vietnam in implementing innovation and start-up activities; continue to connect technology corporations and large partners in the world to research investment, expand business, research and development activities in Vietnam.
Continue sharing knowledge about technology: create more forums and seminars to share knowledge and new technology, connect with investors, businesses, corporations, especially in the fields of semiconductors and artificial intelligence./.
