People of Thai Binh commune use loan capital to develop afforestation model

Being present in Dinh Lap commune in mid-November 2025, we clearly felt the changes in the commune. Long, wide concrete roads, spacious houses built close together in the green of the hills and forests, that is clear evidence of a countryside that is improving day by day. That result is thanks in part to the contribution from preferential loans from the Dinh Lap Social Policy Bank Transaction Office.

Ms. Be Thi Trang, Vice Chairman of Dinh Lap Commune People's Committee, said: Currently, the total outstanding debt of the programs of the Dinh Lap Social Policy Bank Transaction Office in the commune has reached over 128 billion VND with 1,201 borrowing households. The capital is invested by people to develop the forest economy , livestock, and effective service business. According to the results of the poor household review in 2025, the total number of poor and near-poor households in the commune is 115 households (39 poor households, 76 near-poor households), accounting for 4.69%, down 1.49% compared to 2024; the average income per capita of the commune in 2025 is estimated at 62.47 million VND/person/year. By the end of 2025, the commune is expected to achieve 15/19 new rural criteria.

Along with Dinh Lap commune, in recent years, from the preferential credit capital of the Dinh Lap Social Policy Bank Transaction Office, people in the communes of Dinh Lap district (old), now Dinh Lap, Thai Binh, Chau Son, Kien Moc communes have had the conditions to invest in production development, increase income, and contribute to the implementation of a number of targets and criteria for new rural construction.

Mr. Luong Cao Cuong, Deputy Director of the Dinh Lap Social Policy Bank Transaction Office, said: In order for capital from loan programs to reach the right subjects, contributing to poverty reduction and new rural construction in communes, the transaction office has coordinated with commune authorities, associations and unions to propagate capital programs to people. The unit also promotes loan disbursement for programs that people have great needs for, such as loan programs for poor households; near-poor households; support for job creation, job maintenance and expansion; clean water and rural environmental sanitation.

Currently, the unit is implementing 16 preferential credit programs, with a total outstanding loan balance of 402 billion VND, with over 4,100 borrowers. The effectiveness of the capital has contributed to creating jobs for 1,852 workers; building 3,552 clean water projects; helping people invest in planting and caring for nearly 8,000 hectares of forest; helping 408 households escape poverty.

Mr. Phuong Thanh Tam's family in Binh Nguyen village, Thai Binh commune is one of the typical households that effectively uses preferential loans from the Vietnam Bank for Social Policies. Mr. Nguyen shared: My family has a pine forest that has been planted for many years, but lacks capital to take care of it. In 2023, with guidance from the staff of the Dinh Lap Vietnam Bank for Social Policies Transaction Office, my family borrowed 200 million VND to take care of nearly 5 hectares of pine forest and plant 6 more hectares of acacia. The forest has grown well, bringing in an average annual income of over 200 million VND.

Mr. Phan Anh Thang, Deputy Director of the Provincial Branch of the Vietnam Bank for Social Policies, assessed: In recent years, the Dinh Lap Transaction Office of the Vietnam Bank for Social Policies has effectively implemented loan programs, ensuring that capital is used for the right purposes, supporting people to develop production, increase income, and sustainably reduce poverty. Capital has become an important driving force contributing to the construction of new rural areas, renovating the landscape, rural infrastructure and improving people's lives. With these outstanding results, the Dinh Lap Transaction Office of the Vietnam Bank for Social Policies was recently awarded a certificate of merit by the General Director of the Vietnam Bank for Social Policies in the emulation movement "The whole country joins hands to build new rural areas" for the period 2021-2025.
