In the process of building new rural areas and developing socio-economic conditions, Lien Son commune is gradually unlocking resources, among which preferential credit capital from the Social Policy Bank (NHCSXH) is considered an important "lever," helping people confidently invest in production, rise out of poverty, and legitimately become wealthy.

"A foundation" for household economics .

Over the years, through policy credit programs, thousands of households in Lien Son commune have accessed preferential capital to develop their economy. With 13 preferential credit programs currently being implemented, the total outstanding loan balance from these programs is estimated at over 146 billion VND, with 3,868 households still having outstanding loans; of which, the highest outstanding balance is the clean water and sanitation program at over 73 billion VND, and the job creation loan program with an outstanding balance of over 60 billion VND...

People access loans from the Social Policy Bank at the Cao Ram transaction point, Lien Son commune.

Loans are disbursed flexibly, tailored to the actual needs of the people in the commune, ranging from tens of millions of dong to hundreds of millions of dong per household, depending on the production plan. Thanks to low preferential interest rates and a lending mechanism that does not require collateral, many households have been able to access capital.

The family of Mr. Hoang Cong Tang, from Que Su hamlet, is one of the exemplary households. In previous years, Mr. Tang's family received loans from the program for production and business households in disadvantaged areas to invest in raising chickens and ducks to develop their family economy. Later, he continued to borrow from the job creation program to expand his livestock farming, from 3 buffaloes to 9, including 3 mother buffaloes, each giving birth to 2-3 calves annually, supplying 1-2 calves to the market each year to continue the livestock cycle.

During the 2026 Lunar New Year, his family sold 4,000 chickens and 1,000 ducks, generating a considerable income. Mr. Tang shared: “Previously, due to a lack of capital, my family raised livestock on a small scale, resulting in low economic efficiency. Thanks to preferential loans, I boldly expanded my investment, and now my income is stable at over 150 million VND per year.”

Thanks to preferential loans from the Social Policy Bank, the family of Mr. Hoang Cong Tang, from Que Su hamlet, Lien Son commune, invested in breeding buffaloes, yielding high economic returns.

Many other families in the commune have also risen out of poverty thanks to policy-based credit. Models such as fruit tree cultivation, livestock and poultry farming, forestry, and small-scale service businesses are increasingly developing, contributing to the transformation of the rural economic structure.

To ensure the effective use of capital, Lien Son commune has closely coordinated with banks and entrusted socio -political organizations such as the Women's Union, the Farmers' Association, the Veterans' Association, and the Youth Union in managing, supervising, and guiding the use of funds. Currently, the commune has 61 savings and loan groups under 4 entrusted organizations with 3,298 members. The savings and loan groups are well-maintained, ensuring that capital reaches the right recipients and is used for the right purposes, with savings deposits through the groups reaching over 4.6 billion VND. The commune has no overdue debts, and the quality of credit remains stable.

Mr. Nguyen Manh Hung, Director of the Luong Son branch of the Social Policy Bank, said: "We always stay close to the grassroots, coordinate with local authorities to review loan needs, and at the same time strengthen inspection and guidance to help people use capital effectively and minimize risks."

Spreading effectiveness, achieving sustainable poverty reduction.

According to assessments, social policy credit funds have been effective in supporting the people of Lien Son to boost production and business development. Since the beginning of the year, social policy credit funds have supported one customer in going abroad for work; created new jobs for 55 workers; and repaired or built 327 clean water and sanitation projects...

Policy credit funds have created favorable conditions for poor households and other policy beneficiaries to invest in production, develop livestock farming, crop cultivation, trade and services, etc., creating jobs, stabilizing lives, rising out of poverty, and contributing to political stability and social order and security.

In particular, policy-based credit has been clearly effective in poverty reduction efforts in the locality; many households, after escaping poverty, continue to borrow capital from the program for newly escaped poverty households to stabilize production. To date, the multidimensional poverty rate of the commune has decreased to 1.94%.

With preferential loans, people in Lien Son commune have invested in building clean water facilities to improve their quality of life.

Comrade Bui Quoc Hoan, Chairman of the Lien Son Commune People's Committee, said: “Capital from the Social Policy Bank has made a significant contribution to helping the locality achieve the goal of sustainable poverty reduction, create jobs, and increase people's income. This is one of the practical resources supporting the development of the grassroots economy in the context of Lien Son promoting rural economic development associated with building new rural areas. In the coming time, the locality proposes to continue increasing entrusted capital, expanding the scope of borrowers, especially effective production models, and creating sustainable jobs.”

It can be affirmed that preferential loans from the Social Policy Bank are not only a "lifeline" for poor households but also a "lever" helping people in Lien Son to develop economically, contributing to building a more prosperous, beautiful, and civilized homeland.
