On August 20, the Central Organizing Committee held an online conference to contribute ideas to the draft proposal to supplement and amend the Party's Election Regulations. Comrade Nguyen Quang Duong - Member of the Party Central Committee, Deputy Head of the Central Organizing Committee chaired the conference. Attending and speaking at the Phu Tho provincial bridge was Comrade Bui Dinh Thi - Member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee Organizing Committee.

At the conference, the Organization - Regulations Department, the Central Organizing Committee presented a draft report summarizing 10 years of implementing the election regulations in the Party. Accordingly, Party committees, Party organizations, cadres and Party members have fully recognized the position and importance; highly agreed on the contents of the election regulations. The concretization of the election regulations is associated with the leadership, direction, and implementation of personnel work for Party congresses at all levels and cadre work according to the Politburo 's directives; regulations and instructions of the Central Committee, ensuring the principles of organization and operation of the Party; easy to understand, easy to implement, is a new step forward in expanding democracy, coupled with tightening discipline and order; clearly defining the responsibilities of organizations and individuals in the election...
However, in the process of organizing and implementing the Election Regulations in the Party, some shortcomings and problems have been revealed that need to be revised and supplemented, such as the preparation of personnel in some places is not thorough; a few Party committee members and Party members have not promoted their responsibilities in nominating and accepting nominations, violating the election regulations; the performance of the duties of the Presidium and Secretariat is still limited, and there is not much flexibility in handling situations arising during the election process.
Some provisions on the balance in the election regulations are not yet specific, and the regulations on candidacy and nomination at the Congress are not really strict... Therefore, it is necessary to amend and supplement to ensure consistency and strictness in the election regulations.
The draft of the Party's election regulations proposed for revision this time retains 7 chapters, but reduces 2 articles (to 36 articles) compared to the current regulations.
At the conference, with a high sense of responsibility, localities across the country contributed many specific ideas to supplement and amend the Party's Election Regulations, focusing on the structure, subjects, and scope of regulation; amending and supplementing a number of phrases in a number of articles...
Contributing ideas to supplement and amend the election regulations within the Party, Comrade Bui Dinh Thi - Head of the Provincial Party Committee's Organization Board proposed that the Central Committee add the phrase " Chairman of the Inspection Committee " in Clause 1, Article 4 - Tasks of the Party Committee convening the congress and rephrase as follows: "Prepare the personnel plan for delegates to attend the congress at a higher level; personnel plan for the Party Committee, Standing Committee, Secretary, Deputy Secretary, Inspection Committee, Chairman of the Inspection Committee and conditions for organizing the first meeting of the Executive Committee to elect the Standing Committee, Secretary, Deputy Secretary, Inspection Committee of the Party Committee, Chairman of the Inspection Committee according to regulations".
Propose to add the phrases " Executive Committee, Inspection Committee, Chairman of the Inspection Committee " in Clause 8, Article 5 - Duties of the Congress Presidium.
In Clause d, Article 9 - Candidacy and candidacy procedures, it is proposed to replace the phrase " district and equivalent " with the phrase " base " in the sentence: " Party members who are not congress delegates, if running for district and equivalent level or higher, must complete the candidacy dossier and submit it to the organizing agency of the Party Committee convening the congress no later than 15 working days before the opening of the congress ". And add the content in the list of candidacy dossiers must include " the conclusion on political standards of the competent authority ".
In Article 16 - List of candidates, to ensure clarity and avoid confusion, it is proposed that the Central Committee add the word " level " after the phrase " Party Committee " in the sentence: " From the grassroots Party Congress and above, before conducting the official vote, the Congress Presidium shall provide a list of candidates... ".
In Clause 6, Article 30 - How to calculate election results, in order to avoid the situation where multiple elections still cannot determine the winner and take a lot of time in the preparation stage, increasing the complexity and affecting the psychology of the personnel and delegates attending the conference, the Head of the Provincial Party Committee's Organizing Committee proposed that the Central Committee consider choosing 1 of 2 options.
Option 1: Keep the current Party Election Regulations.
Option 2: Propose that the Central Committee consider changing the content: "In case of re-election and the number of votes is still equal, continue voting until the winner is determined" to the direction: "In case of re-election and the number of votes is still equal but the winner is not determined, stop and report to the higher-level Party Committee"...
Concluding the conference, Deputy Head of the Central Organizing Committee Nguyen Quang Duong emphasized: Organizing to collect opinions from agencies, provinces and cities to supplement and amend the Party Election Regulations helps the Politburo to consider and supplement them, in accordance with practical conditions in the process of directing and successfully organizing Party congresses at all levels.
The principles of supplementation and amendment must comply with the Party Charter and the Resolution of the 13th National Party Congress. It must ensure comprehensiveness, unity and connection with Party documents; stability, inheritance and development; and be consistent with the practical situation and requirements of Party building work in the new situation.
The amendment and supplementation of the Party's Election Regulations, in addition to strengthening leadership and upholding the principle of democratic centralism, also clearly defines the responsibilities of Party committees at all levels, Party organizations, congress delegates, and Party members in candidacy and nomination; strictly ensures the process and procedures for candidacy and nomination and fairness in nominating and introducing personnel for election.
The proposed amendments and supplements to the election regulations must inherit the contents that are still consistent with the current Party election regulations; update the contents in the Regulations on the implementation of the Party Charter, Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo; Instruction No. 03-HD/TW, dated March 20, 2020 of the Secretariat and will be edited, some contents will be re-arranged, some sentences will be re-phrased to ensure that they are concise, easy to understand, easy to implement, and do not change the nature of the Party election regulations.
The Deputy Head of the Central Organizing Committee received the delegates' comments so that the Central Organizing Committee could complete the Project on Party Election Regulations to submit to the Politburo.
