Comments on draft documents submitted to the 14th National Party Congress: More than 527,700 opinions and 5 recommendations from the Vietnam Fatherland Front system

According to statistics from the Central Committee of the Vietnam Fatherland Front (VFF), as of November 18, there were 527,764 comments through direct forms and letters from 26/34 reports of the Vietnam Fatherland Front of provinces and cities and 7 reports of member organizations on the content of draft documents submitted to the 14th National Congress of the Party.

Of these, there were 417,338 direct comments at 28,497 conferences to collect opinions from cadres, party members and people, through scientific seminars and workshops; 109,757 written comments through the mail and newspaper system. 226,624 general comments from cadres, party members and people on the draft documents.

Affirming the strong will and aspiration to develop a rich and strong country

In general, cadres, union members, association members and people were excited, agreed and highly appreciated the draft documents which were carefully prepared, with many innovations in structure and content. The draft documents demonstrated the crystallization of collective intelligence, were the result of a serious and systematic research process, based on the solid theoretical foundation of Marxism-Leninism and Ho Chi Minh's thought, while closely following the vivid reality of the country over nearly 40 years of renovation.

The content of the draft documents is both a profound theoretical overview and a clear practical summary; objectively and comprehensively reflecting the achievements, limitations, causes, and lessons learned in the process of leading and managing the country's development. In addition, the draft documents this time have many new points, clearly reflecting the new thinking, new vision, and new approach of our Party to the requirements of national development in the coming period.

The opinions were unanimous, assessing the theme as being of a broad and general nature, clearly demonstrating the wisdom, vision, goals, and political determination of the entire Party, people, and army in the cause of building and defending the Fatherland. The theme also affirmed the steadfast will and aspiration to develop a prosperous, happy country and steadfastly step onto the path of socialism in the new era.

Regarding the draft Political Report submitted to the 14th National Congress of the Party: Opinions said that the draft Political Report clearly demonstrates the strategic vision, consistent viewpoint, and high political determination in building and developing the country in the new period, inheriting the great achievements after nearly 40 years of renovation; the goals, tasks, and breakthrough solutions for the coming period. In particular, the integration of the contents of 3 draft documents (draft Political Report, draft Socio-Economic Report, and draft Party Building Report) in the draft Political Report has demonstrated a comprehensive and consistent thinking, both comprehensive and specific, easy to understand, easy to remember, and easy to implement. The highlight is that the draft has concretized the major orientations into groups of tasks and clear solutions with a specific action program, demonstrating determination in direction and administration.

Regarding the draft Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process in Vietnam over the past 40 years: Opinions said that the draft Document has comprehensively and deeply reflected the 40-year process of national renovation, clearly demonstrating the stature, intelligence and mettle of the Party. The Report correctly, objectively and comprehensively assessed the international, regional and domestic context, and the statement that "Our Party promptly grasped, flexibly handled, took advantage of opportunities and overcame challenges" is completely reasonable. The Report correctly recognized the role of the socialist-oriented market economy, promoted sustainable development, growth coupled with social equity; at the same time frankly pointed out existing problems such as the gap between rich and poor, corruption, moral degradation and waste of resources.

The opinions agreed with the assessment in the draft Report and affirmed that the draft Report relatively comprehensively reflected the results of 15 years of implementing the Party Charter (2011-2025).

Regarding the number of specific comments on the draft documents to be submitted to the 14th National Congress of the Party, there were 424,026 comments on the content of the draft Political Report to be submitted to the 14th National Congress of the Party, of which: comments through conferences, seminars, and talks were 337,254 comments; comments through the mail and newspaper system were 86,772 comments.

The Draft Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process in the past 40 years in Vietnam has a total of 298,456 comments, of which 214,190 comments were received through conferences, seminars, and discussions; and 84,266 comments were received through the mail and newspaper system.

The Draft Summary Report has 268,990 comments, of which 188,712 comments were received through conferences, seminars, and forums; and 80,278 comments were received through the mail and newspaper system.

There were 7,246 comments on layout and format, of which 5,830 were comments through conferences, seminars, and discussions; 1,295 were comments through the mail and newspaper system.

From the comments, the Standing Committee of the Central Committee of the Vietnam Fatherland Front proposed 5 recommendations. In particular, it is recommended to develop a specialized Resolution on streamlining the apparatus, improving the effectiveness of the grassroots political system, ensuring streamlining, effectiveness and efficiency. Continue to strongly innovate the Party's leadership method, close to the people, listen to the people, for the benefit of the people. Promote digital transformation, build digital government, serve the people more effectively. Pay more attention to the grassroots cadre team, salary policy, training, capacity building, and qualities for cadres, especially at the commune level. Expand the autonomy mechanism and decentralize more strongly for large cities.

Along with that, the Central Committee of the Vietnam Fatherland Front recommends that the draft documents of the 14th National Party Congress should assess and reaffirm the special position and role of the Front in the political system as a basis for the Vietnam Fatherland Front to operate more effectively; issue a thematic resolution on the work of the Vietnam Fatherland Front in the new period - the era of the Vietnamese nation's rise; clarify the "core political role" of the Vietnam Fatherland Front in building the great national unity bloc and promoting the people's mastery; institutionalize the process of "Two-way policy feedback" between the Front - State - People; elevate the People - Government forums and Party - People dialogues to become regular, high-quality, institutional channels...

The report also recommends focusing investment resources on environmental protection, climate change response and natural disaster prevention and control (especially subsidence, flooding and rising sea levels). It emphasizes that fundamental and timely solutions are necessary to protect the achievements of socio-economic development and ensure sustainable development.

It is recommended to consider using only one set of unified textbooks. In addition, it is necessary to continue to innovate the program towards practical learning - practice, developing critical thinking, creativity, digital skills and global integration; at the same time, emphasizing the role of science, technology and innovation as the central driving force for the country's sustainable development.

In the health sector, it is necessary to develop and implement specific policies to ensure people's rights when using health services through participating in health insurance; at the same time, help people access basic and specialized health services, contributing to protecting and improving public health.

The report also clearly stated that the draft document submitted to the 14th National Party Congress should add strategic tasks, methods and implementation models to attract foreign intellectuals and scientists to work for Vietnam; at the same time, streamline administrative procedures to the maximum, and have special policies for outstanding foreign individuals and scientists to work in Vietnam. Build a global Vietnamese knowledge network, connect Vietnamese experts abroad to participate in policy consulting, criticism, applied research, and human resource training.
