Comments on the draft documents of the 14th National Party Congress: Economic development associated with environmental protection

The draft documents submitted to the 14th Congress, with their innovative structures and contents, demonstrated the spirit of looking straight at the truth and objectively assessing the situation, on that basis proposing a system of guiding viewpoints, national development goals, orientations, key tasks and breakthrough solutions for rapid and sustainable development of the country, demonstrating the strong aspiration of the entire nation in the new era.

The draft Political Report has added the content of environmental protection together with economic and social development as the central task. Adding environmental protection together with economic and social development as the central task in the draft documents of the 14th Congress marks a step forward in developing a deep and solid awareness of sustainable development based on three pillars: Economy, society and environment. This demonstrates a strategic commitment to put environmental ecology as a measure in each development policy.

Associate Professor, Dr. Bui Thi An, Director of the Institute of Natural Resources, Environment and Community Development, former delegate of the 13th National Assembly , gave comments on the draft documents of the 14th National Party Congress.

With an environmental expert's perspective and many years of experience working in the legislative body, Ms. Bui Thi An has given her perspective on a number of issues such as sustainable development, environmental protection, science and technology development, etc.

Associate Professor, Dr. Bui Thi An commented that this draft document is short and concise but comprehensively covers the fields of politics, economics, society, national defense, security and environment. In particular, she emphasized the spirit of sustainable development and the aspiration to bring the country to modernity and self-reliance that has been expressed throughout the draft Political Report.

"The political report devotes an important part to the content of perfecting and synchronizing institutions, developing rapidly and sustainably. This is a big step forward in development thinking, completely different from the approach of many years ago," said Ms. Bui Thi An.

Public transport system needs to be built synchronously and modernly.

The expert was impressed that the draft Political Report linked economic development with environmental protection, emphasizing the green economic model - green development towards a sustainable future. "That is a strategic vision, not only meeting domestic requirements but also in line with international commitments that Vietnam has participated in, especially at COP26" - Ms. An assessed.

From the perspective of an environmental expert, Associate Professor, Dr. Bui Thi An affirmed that green development is not a slogan but needs to be understood comprehensively through four inseparable components. Green economy is environmentally friendly production and consumption, saving resources, minimizing waste. Green governance requires transparent planning, strict legal institutions, effective resource management, and fighting resource corruption.

Green technology prioritizes clean technology, reduces emissions, aims for carbon neutrality and transfers environmentally friendly technology. Green society is associated with improving the quality of life, environmental education, public health, ensuring happiness and social justice. She emphasized that if one component is missing, green development will not be sustainable, all four must go together and complement each other.

Associate Professor, Dr. Bui Thi An suggested that the circular economy must be identified as a clear goal with specific targets in the documents of the 14th Congress. "With a circular economy, we can reduce emissions, save resources, increase budget revenue and develop sustainably. This is not only an environmental issue but also a national economic problem," she stated.

In addition, the circular economy will help reduce resource pressure through recycling, reuse, and extending product life cycles; increase budget revenue from resource taxes, environmental fees, and revenue from recycling technology; create green jobs in the recycling, renewable energy, and organic agriculture industries; and at the same time, enhance international status by meeting the export standards of the European Union (EU) and the US for low-carbon products.

Urban problems such as traffic congestion, flooding, and air pollution must be solved from a comprehensive green economic perspective. According to Ms. An, to have green transportation, there must be synchronous green infrastructure with low emissions, in which public transportation needs to invest in electric bus systems, subways, etc.

Associate Professor, Dr. Bui Thi An recommended that the content on environment, green transport and sustainable development must be specified into major policies in the Congress Documents, and detailed action plans must be developed at each level from central to communal level, linked with a clear roadmap, with quantitative targets, and specific responsibilities assigned to each agency and locality.
