Comments on draft documents of the 14th National Congress: Affirming the role of people as masters

With confidence in the Party's leadership to bring the country into a new stage of development, many cadres, party members and people of Da Nang city expressed their excitement and sent their heartfelt opinions on the Draft documents to be submitted to the 14th National Congress of the Party.

This is a vivid demonstration of the meeting of "Party's will and people's heart" and the common aspiration to build a strong and prosperous country, standing shoulder to shoulder with the world powers in the new era.

Building a national database on people's opinions and recommendations

Highly appreciating the innovation in the way of drafting documents to be submitted to the 14th National Party Congress this time, Mr. Nguyen Vinh Anh (Tam Ky ward, Da Nang city) shared his impression when approaching the draft Political Report this time, which is the integration of the content of the Political Report, the Socio-Economic Report, and the Party Building Summary Report, with a concise, succinct, easy-to-understand, easy-to-remember, and easy-to-implement form of expression.

The core and main ideas in the documents are easily conveyed to cadres, party members and people of all walks of life, thereby creating unity in thought and action to turn resolutions into concrete results and projects.

“Our Party is resolutely bringing the country into an era of development with many strategic breakthroughs, notably institutional reform, streamlining the apparatus, rearranging administrative units, vigorously implementing the rotation of cadres, and effectively fighting against corruption and negative practices... The initial results have been highly appreciated by the people, who support and expect a bright and strong development path for the country in the coming time, with the milestone of this 14th Congress,” Mr. Nguyen Vinh Anh expressed.

Mr. Nguyen Phi Hung, Vice Chairman of the Vietnam Fatherland Front Committee of Da Nang City, said that this Draft Political Report has many new points that are very pleasing, the layout is presented specifically and clearly, accompanied by a draft action program to implement the resolution and an appendix on the main indicators for economic and social development in the period of 2026-2030, an appendix on growth targets by industry, field and locality in accordance with the spirit of "6 clear" (clear people, clear work, clear responsibility, clear authority, clear time, clear results).

Therefore, the practicality and actionability of the draft documents are very high and can come into life as soon as they are approved by the 14th National Party Congress.

According to Mr. Hung, the Draft Political Report has emphasized the importance of the role of the subject, the central position, and the mastery of the people and affirmed one of the five important lessons: Thoroughly grasp and thoroughly practice the viewpoint "People are the root."

All policies and strategies must truly originate from the aspirations, rights, legitimate and legal interests and happiness of the people; persistently implementing the motto "people know, people discuss, people do, people inspect, people supervise, people benefit".

Taking the satisfaction, trust of the people, businesses and work efficiency as criteria for evaluating cadres, from there, setting out directions and tasks for the new term, promoting people's mastery in all areas of social life.

There is a suitable, convenient and reliable mechanism for people to participate in giving opinions in the process of formulating guidelines and policies, deciding on major and important issues of the country; promoting the responsibility of receiving, informing and explaining of Party and State agencies to the recommendations and proposals of the people.

“In the list of important tasks and projects to be implemented in the coming term, the draft document needs to add the following content: Promoting digital transformation of social supervision and criticism work, building a national database of people's opinions and recommendations chaired by the Vietnam Fatherland Front, connecting with ministries, branches and localities; at the same time, adding tasks, summarizing and evaluating proposals to comprehensively amend and supplement the 2015 Law on the Vietnam Fatherland Front to specifically define the authority, process, standards and accountability after social supervision and criticism,” Mr. Nguyen Phi Hung contributed his opinion.

Da Nang City has identified one of the breakthrough tasks in the coming time as removing difficulties and obstacles, strongly developing the private economy, with the orientation of turning the city into a growth pole of Vietnam. This is also an important content emphasized in the Draft Political Report submitted to the 14th National Party Congress.

Da Nang aims to have an average growth rate of the private economy of 11.5-12% per year by 2030, contributing about 60-62% of GRDP; the number of private enterprises operating in the economy increases by 20-30%; there are more than 70 science and technology enterprises (including 5 large science and technology enterprises), 500 innovative start-up enterprises; the proportion of the digital economy reaches 35-40% of GRDP...

To achieve this goal, the city will focus on removing bottlenecks in land, credit, technology, and markets; increase dialogue, meetings, and support investors and businesses to remove difficulties and obstacles, combined with promoting administrative procedure reform, improving the investment and business environment, improving the Provincial Competitiveness Index (PCI); actively supporting small and medium enterprises, household economy, cooperative economy of household businesses, collective economy...

According to Mr. Nguyen Phi Hung, Vice Chairman of the Vietnam Fatherland Front Committee of Da Nang City, the Draft Document of the 14th Party Congress affirms that private economic development is the most important driving force of the economy, which is a very important, groundbreaking, comprehensive and unprecedented new point.

In relation to previous Party Congresses, from the 6th Congress, the private economy was initially mentioned and considered one of the driving forces of the economy. The following Congresses gradually affirmed the importance and development of the private economic sector. Up to the current 13th Congress, the private economy is affirmed as an important driving force of the economy.

After many years of studying Party Congress documents, Mr. Nguyen Phi Hung shared that, from the Party's above viewpoint, the late Prime Minister Phan Van Khai was the one who initiated the viewpoint of "unleashing" the private economy, to develop this economic sector explosively with the passing of the Enterprise Law in 1999, with the prominent consistent viewpoint that individuals, organizations, and enterprises are allowed to do everything that is not prohibited by law, instead of the previous viewpoint of doing what is permitted by law.

Since then, the legal and institutional system on private economic development has been increasingly improved. At this 14th Congress, the draft political report continues to affirm the practice, concretize and institutionalize the Party's viewpoint stated in Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development.

With this breakthrough, the private economy is expected to develop even more strongly in the coming time, contributing to the country's double-digit growth target./.
