Comments on draft documents of the 14th Congress: Promoting cultural values ​​and Vietnamese people

Comments from Vinh Long highly appreciated the strategic orientation of the draft document, and at the same time suggested focusing on promoting cultural and human values, considering this as the foundation for a new development stage.

Contributing comments to the draft documents to be submitted to the 14th National Congress of the Party, many cadres, party members and people of Vinh Long province said that solidarity is a precious tradition and a decisive factor in all victories of the Vietnamese revolution. Therefore, maintaining solidarity and unity within the Party in the next period is of crucial importance.

Strategic vision for the new phase

Mr. Pham Quang Chien, Standing Deputy Secretary of the Party Committee of Trung Hiep commune, Vinh Long province, said that the draft documents submitted to the 14th National Congress of the Party demonstrated a strategic vision for the new period, with the motto "Strategic autonomy, self-reliance, self-confidence, and strong progress in the era of national growth."

The draft documents also affirm the continued comprehensive innovation from socio-economic to political system building and Party building.

According to Mr. Pham Quang Chien, the document's emphasis on strategic autonomy, self-reliance and self-confidence is very necessary in the current international context of many fluctuations and increasing competition.

The draft not only targets economic growth but also emphasizes sustainable development, ensuring social welfare, strengthening national defense and security, and improving people's quality of life.

The work of Party building and rectification, and improving the quality of cadres is placed in a very important position, demonstrating self-awareness and a clearer identification of requirements and challenges in the coming term; there is a clear connection between the socio-economic development strategy and the building of the political system and Party building, helping to increase feasibility and create synchronization in action.

Mr. Nguyen Bach Khoa, former Head of the Propaganda Department of Vinh Long Provincial Party Committee, affirmed that under the correct leadership of the Party and the consensus and joint efforts of the entire nation, our country has achieved very important and comprehensive achievements.

Vietnam's scale, potential, position and prestige in the international arena are increasingly enhanced. People's lives are constantly improved; people's trust in the Party and State is firmly consolidated.

These results are vivid evidence of the correct guidelines, mettle, intelligence and prestige of our Party, affirming the wise leadership role of the Party Central Committee, the Politburo, the Secretariat and the exemplary role and responsibility of the contingent of cadres and Party members.

On the basis of the achievements, the entire Party, people and army enter a new stage of development with higher determination and clearer goals, as General Secretary To Lam has repeatedly emphasized: By 2045, Vietnam will strive to become a strong, prosperous and happy country.

To achieve the above goals, the Central Committee needs to continue perfecting institutions and policies to concretize the Party's major policies on national development to 2030, with a vision to 2045; paying special attention to administrative organization models, decentralization, delegation of power, power control and salary reform.

Economic development must go hand in hand with cultural and social development and environmental protection, ensuring social progress and equity; attach importance to promoting Vietnamese cultural values ​​and people, and building a healthy and humane social environment.

At the same time, continue to strengthen national defense-security and foreign affairs, maintain independence, sovereignty, unity and territorial integrity; proactively and actively integrate deeply into the international community, and enhance Vietnam's position in the region and the world.

Strengthening solidarity within the Party

In the new context, especially when implementing a streamlined administrative organization model and merging intermediate levels, maintaining solidarity and unity within the Party is of paramount importance. Solidarity must be substantial, stemming from the common goal of the Party and the people's interests, not formal, and not in conflict with local interests. Only true solidarity can ensure the successful implementation of the new model.

Along with that, we must persistently implement the Central Resolution 4 of the 11th, 12th and 13th terms on Party building and rectification, associated with studying and following Ho Chi Minh's ideology, morality and lifestyle.

The work of preventing and combating corruption is an especially important task, both urgent and long-term, and a vital requirement for the Party and the regime. Therefore, the Central Committee needs to promote the results achieved in the past time, continue to perfect the institutions and mechanisms for controlling power, and prevent corruption from the very beginning.

In the context of organizational changes, the requirements for quality, capacity and service spirit of the staff are increasingly high, so it is necessary to focus on planning, training and fostering staff before appointment and transfer.

Mr. Khoa believes that there must be a mechanism to evaluate cadres in a fair, objective, and comprehensive manner, based on qualities, practical capacity, and work efficiency; boldly use young cadres, cadres with the capacity to innovate, be creative, dare to think, dare to do, and dare to take responsibility for the common good.

Deputy Standing Secretary of the Trung Hiep Commune Party Committee Pham Quang Chien shared that in the draft document, the work of building and rectifying a comprehensive, clean, and strong Party, along with improving the effectiveness and efficiency of the Party's leadership and governance, is a consistent pillar.

Because the Party does not renew itself, does not reform itself, does not truly lead and control well, no matter how good its policies and organization are, it will be difficult to bring about real results. The fact that the document emphasized this earlier is an important step forward.

The Central Committee needs to clearly define the goal: Party organizations at all levels by the end of the 2026-2030 term must truly be organizations with high leadership capacity and fighting strength, with a team of "both red and professional" cadres, and strong agencies and units in the political system, operating effectively and efficiently.

Along with achieving the above goals, relevant parties need to strengthen discipline and order; improve revolutionary ethics; fight against degradation in political ideology, lifestyle ethics, "self-evolution," "self-transformation"; prevent corruption and waste; and strictly handle violations.

According to Mr. Pham Quang Chien, it is necessary to continue to link Party building work with government work, carry out socio-economic development tasks, and ensure national defense and security at each level. Only then will Party building work not be separated from development tasks.

Mr. Chien said it is necessary to improve the effectiveness and efficiency of the Party's leadership and governance; consolidate and perfect the institutions and operating regulations of the Party and State apparatus, socio-political organizations and the political system at the grassroots level; ensure the principles of democratic centralism, clear decentralization and delegation of powers, and tight control of power./.
