Together with the whole country, cadres, party members and people of Ca Mau province have actively researched and contributed many opinions to the draft documents to be submitted to the 14th National Congress of the Party with a high sense of responsibility and deep concern.
All opinions expressed unity and trust in the Party's leadership and expressed enthusiasm for the country's development orientation in the new period.
The vast majority of opinions from Party members and people of Ca Mau expressed their agreement and high consensus, evaluating the draft documents as carefully prepared, scientific , comprehensive, serious and rigorous, crystallizing the intelligence and dedication of the entire Party and people.
Infrastructure promotes the southernmost region of the country
Ca Mau - the southernmost land of the country, is witnessing strong movements in 2025 when the two provinces of Bac Lieu and Ca Mau, after the merger, further promote their enormous advantages in marine economy, tourism and energy.
The merger is seen as a positive resonance, opening up a wider and stronger development space, creating a breakthrough towards the goal of building Ca Mau into a new growth pole in the future.
In 2025, with support from the Central Government, a series of key projects will be implemented and accelerated. These projects are not only construction works but also symbols of aspirations to rise up, opening a new era of development for this land of great potential.
Officials, party members and people in the province are excited when many key traffic projects are invested, creating new development momentum for the entire Mekong Delta region in general and Ca Mau province in particular.
From that excitement, many opinions suggested that the Central Government should further prioritize investment in infrastructure development to help the Mekong Delta promote its advantages, develop on par with other regions, and create favorable conditions to attract investment and transport goods.
Party members and people of Ca Mau proposed many specific contents to deepen some contents in the draft document and reflect the local practical situation.
Regarding economic development, the province hopes that the Central Government will pay more attention to developing the private economy, perfecting institutions for rapid and sustainable development; promoting digital economy, green economy, and circular economy. In particular, with its position as a province in the Mekong Delta region, Ca Mau pays special attention to issues related to agriculture, farmers, rural areas and regional infrastructure.
Mr. Ngo Nguyen Phong, Secretary of the Party Committee of Vinh Thanh Commune (Ca Mau Province) said: "Through discussing the draft documents of the 14th Congress at the recent grassroots Congress, I and the people of the commune have high expectations and are very happy with the development orientations of the country in the 2025-2030 term... Especially the orientations for socio-economic development in the era of national development."
The Party Secretary of Vinh Thanh Commune added that many opinions from Party members and people in the area hope that the Central Government will have a policy to prioritize direct investment for farmers, stabilize prices and consumption markets to ensure profitable production. In particular, there needs to be a mechanism to support the development of an area of 1 million hectares of high-quality, low-emission rice, change production practices towards concentration and commodity production, both ensuring food security and improving economic efficiency in the Mekong Delta.
According to Mr. Ngo Nguyen Phong, currently the prices of agricultural materials are fluctuating, costs are high, farmers' income is low compared to other fields, not creating incentives for synchronous agricultural development.
Many opinions suggest that the Central Government has a policy of prioritizing investment in developing infrastructure in the Mekong Delta, especially transport infrastructure, to create opportunities to promote advantages and develop on par with other regions. Currently, the Mekong Delta does not have a railway system; highways and seaports have not received much investment, affecting investment attraction and freight transport, causing difficulties for economic development.
Pay more attention to attracting and utilizing talent
According to Mr. Kieu Minh Tieng, Secretary of the Party Committee of Dat Mui Commune (Ca Mau Province), most opinions completely agreed with the draft documents submitted to the 14th National Party Congress; at the same time, the documents were assessed to have many new points, reflecting the Party's new thinking, vision and approach.
The document inherits the achievements and lessons learned from previous Congresses, has new comments and assessments in line with the practical situation; reflects a comprehensive picture of the country's situation, covering the fields of politics, economics, culture, society, national defense, security, foreign affairs and Party building work.
The Party Secretary of Dat Mui commune also said that the majority of cadres and party members hope that the Central Government will pay more attention to attracting and utilizing talents, researching and learning international experiences, considering this a key to breakthroughs in human resources.
He emphasized: "It is necessary to comprehensively innovate the work of management, evaluation, training, recruitment and promotion of officials in the political system."
Besides, Mr. Tieng said that science and technology must be considered as the driving force and decisive factor of national competitiveness, and need to be developed according to a long-term strategy, prioritizing budget investment for breakthrough fields, suitable for each stage.
Also according to Mr. Kieu Minh Tieng, regarding the issue of social security, cadres, party members and people of Dat Mui commune proposed to add social indicators in the 5-year socio-economic development plan (2026-2030), such as the goal that by 2030 there will be no more poor households according to multidimensional standards and people will be exempted from medical examination and treatment costs...
There needs to be a policy to attract and train ethnic minority cadres.
Mr. Tu Minh Phuc, Party Secretary of Hung Hoi Commune, Ca Mau Province, said that through studying the draft documents to be submitted to the 14th National Party Congress, cadres and party members in the commune expressed high consensus, and affirmed that the draft documents were carefully prepared, setting out specific goals to build the country to develop quickly and sustainably.

According to Mr. Tu Minh Phuc, Hung Hoi is a commune with a large Khmer ethnic group in Ca Mau. In recent years, from the capital source of the national target program, the Party Committee and the commune government have invested in building essential infrastructure, supporting people to develop production, increase income, improve material and spiritual life, maintain national defense and security, and strengthen the political system.
In recent times, the Party and State's policies for ethnic minority areas have been implemented by the locality to each person, ensuring the right target, thereby also contributing to the development of household economy, helping to improve the material and spiritual life of the people.
The Party Secretary of Hung Hoi Commune, Ca Mau Province hopes that in the coming time, the Central Government will continue to issue and implement specific policies in ethnic minority areas, especially training and recruitment programs for Khmer ethnic minority officials because this force is very knowledgeable about the customs and practices of the ethnic minority and will be the force to effectively implement the Party's programs, policies and the State's laws and policies in the local ethnic minority areas.

Ca Mau province has prioritized resources and is determined to resolutely implement large, important projects with high impact and spillover, creating a driving force to attract investment, aiming for rapid and sustainable growth in the coming time...
