
Delegates said that the Draft Law amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciations is consistent with the national digital transformation process and the two-level government model. However, it is necessary to add specific regulations on online citizen reception, especially on information security and coordination responsibilities between agencies.
Regarding the Law on Complaints, many opinions suggested clarifying the time limit for second-time complaints, and at the same time building a national database on the results of handling complaints and denunciations for reference, avoiding duplication and bypassing levels. Regarding the Law on Denunciations, delegates proposed adding regulations on protecting the identity of whistleblowers and having clear transitional provisions for cases arising before the two-level government model is applied.
Regarding the Draft Law on Drug Prevention and Control (amended), delegates agreed on the control of legal activities related to drugs, including animal feed and aquatic products containing precursors. At the same time, they proposed reviewing the time limit and process of drug rehabilitation, ensuring it is appropriate to the capacity of the facility and effective in preventing and combating relapse.
