Contribute to completing the investment profile of the new urban area in Hoa Vang commune

DNO - On the morning of November 28, the People's Committee of Hoa Vang commune held a working session with the city's departments and branches to review, discuss and complete documents related to the investment policy of the Hoa Vang District Urban Area project. This is an important preparation step before submitting it to the City People's Committee for consideration and decision.

At the meeting, the consulting unit reported an overview of the current status and development potential of the area. Hoa Vang holds the position of the northwest gateway of Da Nang , conveniently connected to National Highway 14B, Da Nang - Quang Ngai Expressway and Hoa Cam and Hoa Khanh industrial parks.

The local socio -economy maintains a stable growth rate, with average income reaching about 71 million VND/person/year, but the urbanization rate is only 30%, not commensurate with the potential.

The consulting unit commented that the formation of a new urban area in Hoa Vang is consistent with the urban expansion orientation to the west according to Resolution No. 43-NQ/TW on construction and development of Da Nang city to 2030, vision to 2045 and City planning to 2030, vision to 2050.

The project is expected to de-populate the central area, while developing an ecological and service urban area, improving the quality of life for people in the Northwest region of the city.

During the discussion, representatives of departments and branches gave many important opinions to complete the dossier. According to the Department of Construction, the project needs to pay attention to reviewing the area, ensuring it is consistent with the zoning plan; synchronously investing in technical and social infrastructure; arranging functional areas such as trees, parks, and parking lots according to regulations.

All major infrastructure must be completed, without separating public investment; if land-for-infrastructure or socialization is applied, there must be a clear mechanism to avoid uncontrolled costs.

Legal documents need to be updated, construction indicators, population, green land, public land need to be reviewed; functions of special land areas need to be clarified; documents need to be completed according to the Investment Law, the Law on Urban and Rural Planning. Infrastructure needs to be synchronous, connected, and safe before commercial projects can be implemented.

The Department of Construction proposed to clarify the project's connection with National Highway 14B, Route DH05 and the existing road network; supplement the load assessment, flood drainage direction and traffic safety solutions. Adjusting the project name to match the unified 2-level local government model, it is necessary to avoid confusion about administrative functions, and correctly reflect the scope and nature of the zoning plan.

Department of Agriculture and Environment Propose to review the current status of land use, especially agricultural land, scattered residential land and residential areas that need to be cleared. The proposal must include a complete map of the current status, legal documents and a plan for land fund management after the project is implemented.

Receiving comments, the consulting unit committed to updating and completing the documents, adjusting the project name and adding technical assessments.

Concluding the working session, Mr. Le Phu Nguyen, Chairman of Hoa Vang Commune People's Committee, emphasized that he will closely coordinate with departments and branches to complete the dossier and submit it to the City People's Committee for early consideration.

The commune proposed that the city approve project information and organize a bidding to select investors according to regulations, in order to speed up the implementation progress, build a modern and synchronous urban area, and contribute to changing the face of the Northwest region of Da Nang.
