Both Ha Tinh province and Quang Binh province (now Quang Tri province) are well aware of who is in dispute, and to this day, neither side has yielded, even though, from a logical standpoint—that is, from a scientific and historical perspective—the matter has been clearly stated by experts. However, in reality, the situation is not that simple.

How is this historical site being "disputed"? In order to establish its "rights," in 2002, Quang Binh province issued a decision classifying Hoanh Son Quan as a provincial-level historical site, complete with legal documents, a record of demarcation of the protected area, and a strict prohibition against encroachment.

Not to be outdone, in 2005, Ha Tinh province also compiled a scientific dossier to recognize Hoanh Son Pass as a provincial-level historical site in order to reclaim its "ownership" rights. Taking it a step further, Ha Tinh province then prepared a dossier to submit to the competent authorities for consideration and decision on recognizing it as a national-level historical site. However, it was not approved because… a "dispute" was ongoing.

This issue has spanned multiple terms of leadership in both provinces. Arguments have been frequent, like a beehive in chaos. Public opinion, both in the press and society, has continuously voiced concerns and lamentations. Meanwhile, the historical site continues to deteriorate, and the landscape remains a scene of overgrown grass and rocks, with leaves and flowers intermingling. The situation becomes even more complicated because the two localities have yet to reach a consensus through mediation, as each side has its own methods of protection.

How can this "disputed" historical site be resolved? In fact, there is a model that the two provinces of Ha Tinh and Quang Tri could refer to, but first and foremost, it must be done in a spirit of goodwill and constructive cooperation. That is the Hai Van Pass historical site, located between the administrative boundaries of Hue and Da Nang . At one time, this site also experienced a "dispute" similar to the Hoanh Son Pass.

However, recognizing the heritage as a national asset, Hue and Da Nang collaborated to build a dossier to submit to the Ministry of Culture, Sports and Tourism for the classification of Hai Van Pass as a national monument. Immediately afterwards, the two localities quickly developed plans to preserve and promote its value, and today, Hai Van Pass is an unmissable tourist attraction.

On a larger scale, a more typical example is the model of three localities: Quang Ninh, Hai Phong, and Bac Ninh. They united their efforts, working tirelessly alongside experts, ministries, and central agencies, overcoming numerous obstacles to have the Yen Tu, Vinh Nghiem, and Con Son - Kiet Bac complexes of historical sites and scenic spots inscribed by UNESCO as World Cultural Heritage sites. It is important to emphasize that this is a large-scale inter-provincial heritage dossier, spanning three provinces and seven districts, encompassing 214 historical sites and scenic spots within six special national heritage sites…

The remaining issue depends entirely on how the leaders of Ha Tinh and Quang Tri provinces resolve it, by setting aside local, regional, and historical factors, and instead focusing on a national vision to transform the Hoanh Son Quan relic site into a world-class historical, cultural, and tourist destination.

And who knows, after the wedding, perhaps here, both sides will share the idea of ​​erecting a large monument here, inscribed with the famous poem "Crossing the Ngang Pass" by Mrs. Huyen Thanh Quan, so that they can pause and admire the sky, mountains, and water...
