The Hanoi Transport Project Management Board (Transport Board) has just announced a plan to open the Ring Road 2.5 underpass project at the Giai Phong - Kim Dong intersection on February 10, 2026. This date coincides with the 23rd day of the 12th lunar month of the Year of the Snake, aiming to serve the increased travel demand of people during the Lunar New Year holiday.
Progress in completing the final items.
According to a representative from the Transportation Department, the project has basically completed the main construction items. Contractors are now focusing their resources on completing the final tasks on the access ramps to and from Dinh Cong Street. It is expected that all of this work will be completed within January.
At the Giai Phong – Kim Dong intersection, the site restoration and asphalt paving work has been completed. The investor has handed over the site to the Department of Construction to begin implementing the traffic reorganization plan for this area.
Technical specifications and role of the 778 billion VND underpass project.
The Ring Road 2.5 underpass project at the Giai Phong - Kim Dong intersection commenced on October 6, 2021, with a total investment of 778 billion VND. The project is an underground tunnel with a length of 460 meters and is designed with 4 lanes for motor vehicles.
The main objective of the project is to gradually complete the 2.5 Ring Road according to the plan, while thoroughly resolving traffic congestion at the Giaiphong – Kim Dong traffic black spot, especially during peak hours.
Organize and regulate traffic after the barriers are removed.
On-site observations indicate that the construction barriers have been removed, creating a clear space for traffic at the intersection. The investor is currently working closely with the Hanoi Department of Construction and the Hanoi Traffic Police Department to guide and regulate traffic flow according to the new traffic organization plan.
The construction units have adjusted the median strip system, installed additional directional signs, and completed the road marking system. These adjustments aim to ensure absolute safety for vehicles traveling through the expanded intersection area.

During the transition period before the official opening date, people should pay attention to the new signage system and follow the instructions of the authorities at the Kim Dong - Giai Phong intersection to ensure safety and avoid causing localized traffic congestion.
