
Hanoi has implemented a superior mechanism to attract and utilize talented individuals.
The resolution was issued based on the concretization of Clause 1, Article 16 of the Capital City Law No. 39/2024/QH15, and simultaneously replaced the entire previous Resolution No. 14/2013/NQ-HĐND on the policy of valuing and utilizing talent.
This adjustment aims to meet practical requirements in the context of increasingly fierce competition among localities to attract high-quality human resources.
According to the new regulations, the policy applies to talented individuals recruited into administrative agencies and public service units under the Hanoi City Party Committee, the Hanoi People's Committee, the Hanoi City Committee of the Vietnam Fatherland Front, and political and social organizations in Hanoi (excluding central government agencies located in the city). These individuals can be recruited through two methods: recruitment as civil servants or signing labor contracts.
The resolution also clearly defines the criteria for identifying talented individuals. These include young scientists under 47 years old with the academic titles of professor or associate professor; leading experts and scientists; highly qualified business managers and administrators in strategic fields; outstanding graduates; and individuals with exceptional talents in the fields of culture, arts, and sports who have won prestigious awards…
Priority sectors for investment attraction include those crucial to the city's competitiveness, such as: science and technology, innovation, digital transformation; urban planning, management and development; public administration; digital economy; energy; foreign relations and international integration. In addition, sectors that ensure social welfare, such as healthcare, education, environment; culture, sports, and tourism, are also prioritized.
Regarding specific policies, for the recruitment of civil servants and talented individuals, support includes: initial funding; working conditions; welfare policies; performance-based support; and rewards for outstanding achievements. For those under employment contracts, policies focus on competitive salaries, accommodation support, and incentives based on work results and achievements.
Notably, in the fields of science and technology, innovation, and digital transformation, in addition to the two aforementioned attraction methods, the city also has supplementary support mechanisms to create a competitive advantage in line with the major orientations of the Central Government.
In practice, Hanoi is not the only locality implementing a special mechanism under the Capital City Law. Many major cities such as Ho Chi Minh City, Da Nang, Hai Phong, and Can Tho are also developing policies to attract experts and scientists. If delayed, Hanoi could lose its competitive advantage in attracting high-quality human resources.
Meanwhile, public sector salary reforms, although implemented, have yet to create a breakthrough. The salary scale system, in place for over 20 years, remains based on averages, failing to accurately reflect job positions and lacking competitiveness compared to the private sector. Despite the city implementing supplementary income payments starting in 2025, the level of compensation still lags significantly behind the labor market.
Therefore, the issuance of the new Resolution is considered necessary to address shortcomings in the incentive mechanism, ensure income commensurate with the abilities and contributions of talented individuals, and create new momentum for the construction and development of the Capital City in the 2025-2030 period.
