
At 8:00 a.m. on July 19, Hoa Binh Hydropower Reservoir opened 3 bottom spillway gates with a flow rate of 3,973 m³/s, total flow rate downstream of 6,942 m³/s.
Based on the actual situation and the inter-reservoir operation process, the Ministry of Agriculture and Environment requested that Hoa Binh Hydropower Company close one spillway gate at 4:00 p.m. on July 19 and close another gate at 7:00 a.m. on July 20.
To ensure downstream safety, the Ministry of Agriculture and Environment recommends that Hanoi and other provinces and cities direct departments, branches and localities to promptly notify people and organizations operating on rivers and along rivers to proactively take preventive measures; inspect and review vulnerable areas at risk of landslides and flooding to proactively develop response plans.
On the same day, the Department of Dyke Management and Natural Disaster Prevention and Control sent a document requesting the Department of Agriculture and Environment of Hanoi City to urgently deploy measures to ensure the safety of the dike system, strictly implement the duty, patrol, and guard regime, and fully prepare materials and means to be ready to protect the dike according to the "4 on-site" motto.
The Ministry of Agriculture and Environment also requested units to continue to closely monitor the flood situation, reservoir developments, and promptly report to the Ministry for coordination and direction.
