Hanoi bans gasoline motorbikes by the hour in Ring Road 1 from July 1, 2026

Hanoi passed a resolution to deploy a low-emission zone, applying an hourly ban on gasoline motorbikes in Ring Road 1 from July 1, 2026 to improve urban air quality.

At the 28th session - Special session on the afternoon of November 26, with the majority of delegates in agreement, the Hanoi People's Council passed a resolution to replace Resolution No. 47 of 2024 on low emission criteria regulating the implementation of low emission zones (LEZ) in Hanoi .

According to this Resolution, low emission zones are areas where polluting motor vehicles need to be restricted to improve air quality, especially in crowded and frequently congested areas.

The determination of low emission zones is based on criteria including: strictly protected zones and emission-restricted zones; areas with frequent traffic congestion; and areas with air quality below average for at least one year. This is considered an important step towards a sustainable traffic management model, reducing pressure from the large concentration of motor vehicles in the inner city.

According to the roadmap, from July 1, 2026, Hanoi will begin implementing phase 1, piloting a low-emission zone banning gasoline motorbikes in the beltway 1. The scope of application includes 9 wards: Hai Ba Trung, Cua Nam, Hoan Kiem, O Cho Dua, Van Mieu - Quoc Tu Giam, Ba Dinh, Giang Vo, Ngoc Ha and Tay Ho. These are places with high vehicle density, often experiencing long traffic jams.

From January 1, 2028, phase 2 will begin, expanding the low-emission zone to the entire belt 1 and part of belt 2, bringing the total number of areas to 14 wards and communes with the addition of Lang, Dong Da, Kim Lien, Bach Mai and Vinh Tuy.

In phase 3, from January 1, 2030, the low emission zone will apply to the area from belt 3 and inside, including 36 wards and communes in belt 2 and other areas such as Phu Thuong, Xuan Dinh, Nghia Do, Cau Giay, Yen Hoa, Thanh Xuan, Khuong Dinh, Dinh Cong, Hoang Mai, Long Bien, Phuc Loi, Viet Hung, Bo De, Phu Dong, Dong Anh, Thu Lam, Phuc Thinh, Vinh Thanh and Noi Bai.

From 2031 onwards, any area that meets one of the criteria in Article 4 of the resolution can be added to the low-emission zone.

Restrict many vehicles using fossil fuels

Along with defining the scope, the Resolution also stipulates a series of measures to control vehicles in low-emission zones. Hanoi City will not invest in new and will not register new motor vehicles using fossil fuels when the old vehicles expire, especially those owned by organizations.

Hanoi will also ban fossil fuel trucks over 3.5 tons from entering low-emission zones to reduce large emissions from heavy vehicles, which are considered a serious source of pollution.

At the same time, Hanoi will also ban gasoline motorbikes and motorbikes using fossil fuels from participating in business activities on transport application platforms in low-emission zones. For other types of motorbikes, the city will ban circulation by the hour or by specific areas, depending on the actual conditions of each locality.

In addition, cars that do not meet the level 4 emission standards will also be restricted from operating and will eventually be banned from entering low emission zones by hour or by area. This is considered a measure that strongly impacts travel habits in the inner city, especially for old cars that consume a lot of fuel and emit large emissions.

While implementing measures to tighten the use of petrol vehicles, Hanoi is also encouraging green vehicles. Zero-emission vehicles, vehicles using clean energy, green energy or environmentally friendly vehicles will be facilitated to operate in low-emission zones and become an alternative choice for people.

This priority expansion is expected to encourage people to switch to green vehicles - a trend taking place in many large cities around the world .

According to the resolution, a low emission zone is an area that needs to limit polluting motor vehicles to improve air quality. The criteria for determining the zone include: Belonging to a strictly protected area and an emission-limited area according to the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050. Being an area with frequent traffic congestion levels D to F according to TCVN 13592:2022 standards. Having an AQI below the average level for at least one year, according to data from national and Hanoi City standard monitoring stations.
