Hanoi spends 869 billion VND to build a project to supplement water for To Lich River and prevent flooding.

The Hanoi People's Committee has just issued a decision to issue an emergency construction order for the project "Renovating Thuy Phuong canal to urgently handle water supply to To Lich river and strengthen local flooding resolution in the areas of Resco, Ecohome, Diplomatic Corps, West West Lake, Ciputra and neighboring areas".

Accordingly, the urgent project aims to supplement clean water from the Red River to the To Lich River, maintain the environmental flow for the To Lich River, thereby reducing pollution and creating an urban ecological landscape. At the same time, the project will support drainage for the Co Nhue sub-basin towards the Nhue River and the To Lich River. Thereby, it aims to reduce flooding in the areas: Dong Ngac, Resco, Ecohome, Diplomatic Corps, West Lake, Ciputra... and irrigate existing agricultural areas.

The project is invested by the Hanoi City Management Board of Investment and Construction of Technical Infrastructure and Agriculture . The construction site is in the wards of Dong Ngac, Xuan Dinh, and Nghia Do. The project is expected to cost about VND869 billion, from the city budget; to be completed in the third quarter of 2026.

Hanoi will renovate Thuy Phuong canal to add Red River water to To Lich river.

The Hanoi People's Committee assigned the Department of Construction to be responsible for appraisal, approval and supervision of construction progress; the Department of Finance is in charge of allocating funds and guiding contractor selection procedures. Relevant departments and branches are mobilized to implement the "green lane" mechanism, in order to shorten procedures, speed up progress and ensure construction quality.

Water pipeline system from West Lake to supplement To Lich River

Along with that, the Hanoi People's Committee announced to stop researching the use of water from the Red River to supplement the To Lich River according to the plan running along Vo Chi Cong Street; and to deploy research on a new plan according to the proposal of the Department of Construction and the Management Board of Investment Projects for Construction of Technical Infrastructure and Agriculture of Hanoi City.

Specifically, the city takes water from the Red River to supplement the To Lich River from the Thuy Phuong pumping station to Pham Van Dong Street (through the current Thuy Phuong canal), to the West Lake urban area - Ring Road 2.5 - Hoang Quoc Viet Street to the To Lich River. In this way, the length from the pumping station to the To Lich River is about 7km, of which 3km goes through the open ditch and 4km goes through the current sewer.
