Hanoi allows collecting 12,000 VND/hour for after-school student care services

Hanoi allows primary and secondary schools to organize childcare for children and students outside of school hours, including before and after regular school hours, with a maximum charge of 12,000 VND/hour.

On the morning of November 27, the Hanoi People's Council passed a resolution stipulating the list of revenues and collection levels, and the mechanism for managing revenues and expenditures for services serving and supporting educational and training activities for public preschool and general education institutions.

The above resolution will add after-school childcare and care services, including care before and after school hours (excluding meals). Hanoi allows primary and secondary schools to organize after-school childcare (including before and after school hours) with a maximum fee of 12,000 VND/hour.

The Resolution also stipulates the revenue and expenditure management mechanism for services serving and supporting educational and training activities.

Specifically, the cost of breakfast for students is 20,000 VND/student/day and lunch is 35,000 VND/student/day. Boarding care service is 235,000 VND/student/month; boarding equipment service (tools, equipment, shared items and personal items for boarding services) for preschool level is 200,000 VND/student/school year, primary and secondary level is 133,000 VND/student/school year. Student transportation service (by car) is 10,000 VND/student/km.

In addition, Hanoi will also eliminate two services including two-session/day classes at the secondary level and extracurricular activities, cultural knowledge enrichment. The reason is that from the 2025-2026 school year, schools will not be allowed to collect tuition fees according to Circular 29 of the Ministry of Education and Training . At the same time, secondary and high schools with adequate facilities must organize two-session classes/day according to Directive 17 of the Government.

The only remaining service in the after-school group is life skills education directly implemented by the school, with an expected fee of 15,000 VND/teaching hour.
