Accordingly, the City Party Secretary requested relevant localities to complete all site clearance work before December 15, 2025, and strive to open the route before January 15, 2026.

The Beltway 1 Project is a key project of the capital, with a length of more than 2.2km, approved since December 2017, with the goal of reducing traffic pressure in the inner city and promoting urban development in the central area. However, due to many problems, especially in site clearance, the project has been behind schedule for many years.
The Hanoi Party Committee requested that departments and branches, according to their functions, proactively support local authorities in removing the city's current "5 bottlenecks": traffic congestion, flooding, environmental sanitation, food safety and urban order. At the same time, the Hanoi People's Committee needs to base on the directives to develop a plan to overcome the shortcomings in other key traffic projects such as Ring Road 2 and Ring Road 2.5.

Currently, the authorities of O Cho Dua, Lang and Giang Vo wards are stepping up their efforts to mobilize and propagate households subject to clearance to receive compensation and hand over the land according to regulations. For those who deliberately do not comply, strong administrative measures have begun to be applied such as: stopping electricity and water supply; and fencing the frontage to ensure the set progress.
