Hanoi City Police are implementing comprehensive plans to ensure absolute security and order for the 14th National Congress of the Communist Party of Vietnam. Lieutenant Colonel Nguyen Phuong Khanh, Deputy Head of the Planning Department (Hanoi City Police), stated that with a proactive and prepared approach, avoiding any unexpected situations, the Hanoi police force is focusing on protecting key targets, maintaining stability in the area, and ensuring the safety of rehearsals, delegate travel, and the normal lives of the people.
In addition, the city police have proactively coordinated closely with relevant units to protect security and safety in areas and on routes; and developed and standardized scenarios for handling potential situations.
Notably, detailed plans for escorting delegations and managing traffic flow were developed and implemented early on. Patrols and inspections were maintained regularly, focusing on routes, areas, and targets related to the activities of the Congress.
Colonel Nguyen Tien Dat, Deputy Director of the Hanoi City Police, informed that the plans for escorting delegations, protecting targets, and ensuring security and order continue to be reviewed and perfected by the City Police, in conjunction with proactively monitoring the situation in key areas and facilities. At the same time, units are ensuring adequate logistics, equipment, and communication means; strengthening inspections of regulations, discipline, and order throughout the force; and are ready to enter the peak phase of task deployment with the determination to ensure absolute security and safety in all situations.
Urban beautification, creating outstanding landmarks.
These days, Hanoi, the capital city, is adorned with a vibrant appearance, ready for the country's momentous political event. In central areas and major thoroughfares such as Hung Vuong, Phan Dinh Phung, Dien Bien Phu, Ba Dinh Square, and the Hoan Kiem Lake area, flowers, lawns, and trees are being cared for and replaced. National flags, Party flags, banners, posters, and slogans welcoming the Congress are prominently displayed, creating focal points in the urban landscape. At many important intersections, clusters of models and symbols of the Party Congress, along with miniature flower and tree displays, have been arranged since the New Year, highlighting the atmosphere of this important political event.
In order to create a festive atmosphere for the people of Hanoi, in preparation for the 14th National Congress of the Party, coinciding with the Lunar New Year and the anniversary of the Party's founding on February 3rd, the city of Hanoi has paid special attention to decorating with flowers, ornamental plants, banners, posters, Party flags, etc.
According to Nguyen Duc Hung, Director of the Hanoi City Technical Infrastructure Management Center, the unit started stockpiling and replacing flowering plants very early, beginning on December 20, 2025, and has continued until now. According to the plan, the care and replacement of flowers will continue throughout the Lunar New Year holiday to ensure that the streets always maintain a fresh and vibrant appearance.
In addition to the main streets, communes and wards also simultaneously decorated with flowers, trees, flags, and banners to welcome the Congress and the New Year in administrative areas, residential areas, roads, and intersections. Many households proactively decorated their balconies and house facades, contributing to spreading the atmosphere of welcoming the Congress and the country's major holidays.
During the Congress, the urban lighting system was also enhanced, combined with decorative lighting at public places, important event venues, and the headquarters of Party, State, and city agencies.
Along with street decorations, the renovation and maintenance of road transport infrastructure and urban technical infrastructure are also being implemented by functional units of Hanoi city, including many maintenance and repair projects with high requirements for progress, quality, and safety. Many areas of road and sidewalk surfaces that are peeling, cracked, sagging, or degraded have been thoroughly addressed. Roads and intersections with high traffic density have been resurfaced, improving smoothness and safety for road users. Traffic lights, road markings, signs, median strips, etc., have also been replaced and cleaned simultaneously.
To date, the main arterial roads, central streets, and key areas where major political and cultural activities take place, such as the area around the Ho Chi Minh Mausoleum, August Revolution Square, Hoan Kiem Lake, Lieu Giai, Phan Dinh Phung, Kim Ma, Lang Ha, Giang Vo, Le Thai To, Tran Nhan Tong, Giai Phong… have all been maintained and renovated comprehensively.
Ensuring a stable electricity supply and maintaining a clean environment.
To ensure a safe, continuous, and stable electricity supply throughout the 14th National Congress of the Communist Party of Vietnam, the Hanoi Electricity Corporation (EVNHANOI) proactively developed and implemented comprehensive electricity supply plans, from direction and management to technical operation, on-call duty, and inter-agency coordination.
Accordingly, all units within the corporation maintain a 24/7 on-call system, deploying qualified and experienced technical staff ready for deployment in key areas. The operational information and monitoring system is ensured to function smoothly, promptly serving command, dispatch, and handling of emerging situations.
Alongside operational organization, EVNHANOI has proactively prepared sufficient spare parts and equipment; strengthened labor safety inspections and fire prevention measures. Backup power supply plans, switching equipment, and technical solutions to ensure safe operation have been thoroughly reviewed and are ready for use when needed.
Environmental sanitation solutions are also being implemented by Hanoi city authorities with a spirit of readiness and determination to maintain a bright, green, clean, and beautiful city throughout the event. According to Nguyen Minh Tan, Deputy Director of the Hanoi Department of Agriculture and Environment, the City People's Committee has issued a comprehensive plan to ensure environmental sanitation before, during, and after the Congress, identifying this as a key political task.
According to the plan, environmental sanitation efforts will be highly focused at the National Convention Center - where the 14th National Congress is taking place, the Ba Dinh Square area, the My Dinh National Stadium, and major traffic arteries such as Thang Long Boulevard, Vo Nguyen Giap Street, and Ring Road 3… Maintaining cleanliness is required continuously 24 hours a day.
In addition, the entire waste collection, transportation, and treatment chain must be ensured to run smoothly and be closely monitored; and plans must be in place to receive and process waste when the volume increases dramatically.
Prior to this, starting from the end of December 2025, wards and communes organized general cleaning, reviewed accumulated garbage points to collect waste, and propagated and encouraged people to dispose of garbage at the right time and place, considering this an opportunity to rectify urban discipline and raise community awareness.
According to a representative of Hanoi Urban Environment One-Member Limited Company (URENCO), the unit has mobilized 100% of its workers and equipment to operate continuously. Ms. Ninh Thi Loan, a URENCO worker, shared that despite the increased workload and extended working hours, the workers all consider it an honor and a responsibility to directly contribute to maintaining the image of the capital city during this major political event of the country.
