Hanoi focuses on socio-economic development in ethnic minority and mountainous areas.

On the morning of November 14, the Hanoi People's Committee held a conference to review the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas of Hanoi Capital for the 2021-2025 period.

Attending the conference was Vice Chairman of the National Assembly's Council of Ethnic Minorities Quang Van Huong.

The report at the conference showed that in the period 2021-2030 and phase 1 (2021-2025), the program demonstrates the deep concern of the Party and State for ethnic minority and mountainous areas. This is not only an economic investment program, but also a comprehensive strategy to improve material and spiritual life, and strengthen the great national unity bloc.

Hanoi is a locality that can balance its budget, so it has proactively implemented, most of the targets have been achieved and exceeded according to the National Assembly's resolution. Up to now, Hanoi has allocated nearly 2,422/2,664 billion VND for 190/210 projects, of which the basic construction investment source is more than 2,341.6/2,558 billion VND for 156/174 projects, with cumulative disbursement of nearly 1,956.5 billion VND, reaching over 83%.

Regarding the results of implementing the Program's targets, up to now, the city has completed 32/35 targets according to Resolution 88/2019/QH14 of the National Assembly, and 3/35 targets are still being implemented. At the same time, the city has completed 13/16 targets according to Plan No. 253 of the City People's Committee, and 3/16 are still being implemented. By the end of 2025, Hanoi is striving to basically complete the targets and objectives of the Program for the 2021-2030 period.

The annual economic growth rate of ethnic minority areas is over 10%; average income per capita reaches about 75 million VND/person/year, some communes reach over 80 million VND/person/year; the annual poverty rate decreases rapidly, by 2024, Hanoi will have no more poor households; 100% of communes meet new rural standards.

Attention has been paid to investment and upgrading of technical and social infrastructure, especially rural traffic systems, irrigation works, schools, medical stations, etc. At the same time, the work of preserving and promoting national cultural identity has been carried out effectively.

The above achievements not only improve the material and spiritual life of ethnic minorities, but also contribute to maintaining political security, social stability and consolidating national unity.

Speaking at the conference, Director of the Department of Ethnic Minorities and Religions of Hanoi City Nguyen Sy Truong said that from the practical experience in leadership, direction and implementation in recent times, Hanoi City has identified the main goals, tasks and solutions to implement the program for the 2026-2030 period.

Notably, the city focuses on promoting the potential and advantages of the region and the self-reliance of ethnic minorities, gradually narrowing the gap in living standards and income between ethnic minorities and mountainous areas compared to rural areas on the outskirts of Hanoi; at the same time, focusing on planning and investing in building a synchronous socio-economic infrastructure system, connecting with the delta and urban areas; comprehensively developing socio-economy, education and training, health care, culture, etc.

Along with that, the city improves the quality of life of the people; preserves and promotes the fine cultural identity of ethnic minorities; builds a strong grassroots political system; consolidates the great national unity bloc, maintains political security and social order and safety in the area.

Regarding the tasks in the coming time, the city focuses on 6 main groups of legal solutions. In particular, the city builds policy mechanisms, prioritizes, and concentrates resources for comprehensive and synchronous socio-economic development, focusing on implementing the program of the capital Hanoi for the period 2026-2030; concretizes the Party's directives and resolutions and the State's ethnic policies into programs, support plans, and key, key investments, in accordance with resources and actual situations in the direction of improving quality, going into depth and sustainability.

“The city focuses on preserving and promoting the traditional cultural identity of ethnic minorities. At the same time, we continue to innovate propaganda and mobilization work to encourage people to properly implement the Party's guidelines and policies and the State's laws,” emphasized comrade Nguyen Sy Truong.

In addition, the city promotes administrative reform, applies information technology, enhances decentralization, delegation of authority and tasks to localities to ensure effective implementation; strengthens scientific research and technology transfer; builds a synchronous database for ethnic minority and mountainous areas to serve the work of forecasting, planning, management and implementation of ethnic policies in the capital.

At the conference, the Organizing Committee awarded Certificates of Merit from the Chairman of the Hanoi People's Committee to 4 collectives and 19 individuals who had many achievements in implementing the program of Hanoi Capital for the period 2021-2025.
