According to a report by the Hanoi Department of Natural Resources and Environment, this unit has resolved the issuance of certificates to home buyers in 777 apartment projects. However, Hanoi still has 206 projects with about 62,000 apartments with violations due to planning problems or incomplete legal procedures for converting land use purposes. Many projects were built without permission compared to planning and design, investors arbitrarily increased the number of floors, divided apartments or did not fulfill financial obligations, transferred projects in the form of parent companies to subsidiaries.

The Department has reported to the Hanoi People's Committee to issue land use right certificates in advance for 33,000 planned apartments, out of a total of 62,000 apartments, while 29,000 apartments built in violation of planning are awaiting handling, and the Government Inspectorate has stepped in. The issuance of certificates to people will be carried out in parallel with handling violations by investors.

The situation of people buying apartments for many years but not being granted pink books due to projects being built in violation of planning or investors not completing legal procedures is common in Hanoi. This affects the rights of home buyers such as difficulty in mortgaging bank loans, difficulty in receiving transfers, and not being able to register their household.
