The Department has reported to the Hanoi People's Committee to issue land use right certificates in advance for 33,000 planned apartments, out of a total of 62,000 apartments, while 29,000 apartments built in violation of planning are awaiting handling, and the Government Inspectorate has stepped in. The issuance of certificates to people will be carried out in parallel with handling violations by investors.
The situation of people buying apartments for many years but not being granted pink books due to projects being built in violation of planning or investors not completing legal procedures is common in Hanoi. This affects the rights of home buyers such as difficulty in mortgaging bank loans, difficulty in receiving transfers, and not being able to register their household.
