Culture is the regulator of sustainable national development.
Three years after the Outline on Vietnamese Culture was issued, at the First National Cultural Conference, which opened on November 24, 1946, President Ho Chi Minh further emphasized the guiding and leading role of culture in the development of the country and the nation through the affirmation: "Culture illuminates the path for the nation to follow."

Since then, throughout successive Party Congresses, Resolutions, Conclusions, and Directives of the Central Committee, the Politburo , and the Secretariat have consistently emphasized that culture is the spiritual foundation of society, serving as both a goal and a driving force for development. Culture has shaped Vietnam's identity, enabling Vietnam to gradually integrate and strive for new aspirations.
The Resolution No. 5 of the 8th Central Committee affirmed: Building and developing an advanced Vietnamese culture, rich in national identity, absorbing the finest aspects of human culture, and making culture permeate all aspects of social life and activity… This policy and guideline has continued to be implemented throughout subsequent Party Congresses. At the 13th National Congress, the Party outlined the central task as: “Awakening the aspiration for a prosperous and happy country; promoting the cultural values and strength of the Vietnamese people in the cause of building and defending the Fatherland and integrating into the international community.”
At the 14th National Congress of the Party, cultural development became one of the central goals and tasks. The draft Political Report presented to the 14th National Congress dedicated Section V, titled "Developing Vietnamese Culture and People Strongly and Comprehensively," clearly demonstrating a strategic vision that considers culture as an intrinsic strength, a spiritual foundation, and a regulator of sustainable national development. In particular, the draft affirms: "Building and developing an advanced Vietnamese culture, rich in national identity, and synchronous on the foundation of national values, cultural values, family values, and the standards of Vietnamese people." This represents a new development in theoretical thinking, placing culture in a dialectical relationship with values, people, and national development.

According to Dr. Nguyen Tien Thu, Deputy Director of the Institute of Culture and Development, Ho Chi Minh National Political Academy, the Party's 14th Congress documents inherit major ideas on culture from previous Congresses, while also adding many new, groundbreaking viewpoints that reflect the urgent need to build Vietnamese culture and people in the context of developing a socialist-oriented market economy, deep international integration, and the impact of the Fourth Industrial Revolution.
Looking back at the nation's cultural development, Minister of Culture, Sports and Tourism Nguyen Van Hung affirmed that, under the close, comprehensive, and profound leadership and guidance of the Party, State, and Government; and with the joint efforts, unity, consensus, and support of all strata of the people, culture has gradually "permeated" every field and activity of life; and especially, it has inspired and awakened pride in the glorious history and beautiful traditional cultural values in the young generation of Vietnam, contributing positively to the overall achievements of the country. Through and from culture, the image of Vietnam as a "safe - friendly - peaceful - hospitable - integrated and developing" country with a rich cultural identity has become widely known to international friends, with many prestigious international awards such as: World's Leading Heritage Destination, Asia's Leading Cultural Destination…
Hanoi - the embodiment and dissemination of national cultural values.
The thousand-year history of Thang Long - Hanoi is a history of cultural convergence and enrichment. From an ancient capital, a place where the finest elements from all directions converged, Hanoi gradually formed its own unique cultural identity, both elegant and refined, yet humane and compassionate, imbued with a spirit of learning and respect for righteousness. It is this rich cultural heritage that has created a solid foundation for Hanoi to confidently remain at the forefront in concretizing the Party's policies on cultural and human development in the new era.

Imbued with the Party's guidelines and policies, Hanoi's leaders at all levels throughout history have always paid attention to cultural development, considering culture as a new resource for developing a prosperous, civilized, and modern capital city. During the 2021-2025 term, deeply understanding the spirit of the Party's 13th National Congress Resolution and the Central Committee's resolutions on building and developing Vietnamese culture and people, the Hanoi City Party Committee issued many important policies and guidelines to concretize the strategy for developing the capital's culture and people. A prime example is Program No. 06-CTr/TU on "Developing culture, improving the quality of human resources, and building elegant and civilized Hanoi people" for the 2021-2025 period (Program No. 06) – one of the 10 major work programs of the 17th Hanoi City Party Committee.
In particular, with the Hanoi City Party Committee issuing Resolution No. 09-NQ/TU dated February 22, 2022, on “Developing the cultural industry in the Capital City in the period 2021–2025, orientation to 2030, vision to 2045” and Directive No. 30-CT/TU dated February 19, 2024, on strengthening the leadership of Party committees in building elegant and civilized Hanoi people, Hanoi is the first locality in the country to issue a separate resolution on the cultural industry, and also demonstrates the Capital City's efforts in building the people of Hanoi in the new era. This further affirms the city's attention to making culture an important driving force in the development of the Capital City.
Hanoi Party Committee Standing Deputy Secretary Nguyen Van Phong has repeatedly affirmed that Hanoi always considers the development of Hanoi's culture and people as one of the important pillars for the development of the capital and the country. The capital city always focuses on building elegant and civilized Hanoians, improving their spiritual lives, and harmoniously combining economic development with the preservation and promotion of traditional and modern cultural values, thereby creating a combined strength for the development of the capital.

In the new term (2026-2031), Hanoi will continue to demonstrate its pioneering and exemplary role in many fields, especially in cultural development, closely adhering to the spirit of the 14th Party Congress, which is that cultural development must be linked to human development, with people at the center.
The Resolution of the 18th Congress of the Hanoi City Party Committee emphasizes the development perspective of the Capital City, which is to promote the thousand-year-old cultural tradition of Thang Long - Hanoi, to build elegant and civilized Hanoi people, representative of Vietnamese culture and people; culture and people are the pillars of sustainable development of the Capital City; science, technology, innovation, and digital transformation are key drivers for economic growth… The Resolution also sets the goal that by 2030, Hanoi will be a “Cultural - Civilized - Modern” capital city, green, smart, a place where cultural excellence converges, deeply integrated internationally, highly competitive, and with a level of development on par with the capitals of developed countries in the region…
On January 7, 2026, on the eve of the 14th National Congress, on behalf of the Politburo, General Secretary To Lam signed and promulgated Resolution No. 80-NQ/TW of the Politburo on the development of Vietnamese culture. The Resolution clearly states that, with the requirements of national development in the new era, culture must lead the way, permeate every development decision, and uphold humanistic values and social ethical standards. At the same time, the Resolution sets out goals for 2030, with the overall objective being to promote the building and development of an advanced Vietnamese culture, rich in national identity; unified in diversity; and possessing national, democratic, humanistic, scientific, and modern characteristics.
Resolution No. 80-NQ/TW of the Politburo on the development of Vietnamese culture is considered an important guiding principle, orienting localities in promoting and developing culture in the new era. Based on the concretization of the Party's resolutions, Hanoi has clearly affirmed its pioneering role in building an advanced culture rich in national identity. The achievements not only contribute to enriching the cultural landscape of the capital city but also play a crucial role in shaping the cultural landscape of Vietnam in the new era.
