Hanoi invests in building regional testing and inspection centers

The Office of the Hanoi People's Committee has just issued a document conveying the conclusion of Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen on reviewing temporary markets, inspection and testing centers in the city.

According to the Vice Chairman of the City People's Committee, market management, ensuring food safety and related conditions are highly social fields, directly affecting people's lives, urban order and public health, requiring drastic, synchronous and regular and continuous participation of the entire political system. The City People's Committee acknowledged and commended 71 communes and wards that have seriously implemented and reported that there are no more flea markets or temporary markets in the area.

Regarding the complete handling of temporary markets and the development of the network of traditional markets, the Vice Chairman of the City People's Committee assigned the Department of Industry and Trade to urgently urge communes and wards to complete and supplement reports, ensuring accurate data, reflecting the actual situation; preside over, review, and synthesize the investment needs for building traditional markets in localities that are still lacking. Localities need to completely handle the situation of temporary markets and integrate them into the market construction investment plan for 2026.

The People's Committees of communes and wards shall develop a roadmap and organize the complete clearance of existing temporary markets, in conjunction with the investment and development of the network of traditional markets according to the planning; develop regulations on market operations that must link the responsibilities of small traders with the market management board regarding the origin of food, origin of goods and food safety; for large-scale markets, it is necessary to study and arrange rapid testing rooms (labs) at the market.

The Department of Industry and Trade presides over and coordinates with the Department of Finance to guide the People's Committees of communes and wards to research and advise on mechanisms to encourage people to go shopping at the market, encourage small traders to do business in the market, including considering proposals to exempt parking fees for vehicles and vehicles and apply appropriate service fees at the traditional market.

Forming large-scale testing and inspection centers

Regarding the review and investment in inspection and testing centers, the Vice Chairman of the City People's Committee requested the general direction to review, arrange, and form a number of large-scale centers, reasonably distributed according to the city's areas, ensuring sufficient capacity, "lean, compact, strong", with synchronous and methodical investment, effectively serving the state management of food safety, market management and other areas directly related to people's health.

The Vice Chairman of the City People's Committee assigned the Department of Health to preside over, urgently research, and advise on investment plans to build a regional testing and inspection center in Hanoi according to international standards; at the same time, preside over and coordinate with relevant departments and branches to research and propose a comprehensive plan to review, arrange, and invest in upgrading the city's existing centers according to the above-mentioned orientation.

The Department of Finance shall preside over research and advise on the management mechanism for investment expenditures, regular expenditures, fee collection regimes, charges, and other sources of revenue in the operations of the centers.

The Department of Industry and Trade studies and proposes a mechanism for managing and paying costs, inspection, testing and auditing tasks to serve market management work.

The Vice Chairman of the City People's Committee also assigned the Department of Planning and Architecture and the Department of Finance to urgently review the contents related to the formation of temporary warehouses for storing confiscated property and evidence in the city. Regarding this matter, the Department of Finance shall preside over, research and propose policies and mechanisms for managing confiscated property and evidence.
