Hanoi 's plan for state administrative reform for the period 2026-2030 identifies the overarching goal as continuing to effectively implement key tasks related to institutional reform, administrative procedure reform, organizational restructuring, civil service reform, and promoting digital transformation in state agencies.
The city is focusing on thoroughly addressing shortcomings and limitations in the 2021-2025 period; while simultaneously enhancing the role and responsibility of leaders, strengthening coordination among agencies and units to improve the quality of service to citizens, organizations, and businesses.
Notably, Hanoi has identified the need to continue streamlining the administrative apparatus at all levels, improving the effectiveness and efficiency of the two-tiered local government model; and reforming governance towards a modern, highly accountable system, linked with digital transformation and innovation.
During the period 2026-2027, the city aims to complete the legal framework and specific mechanisms for Hanoi through the development, promulgation, and implementation of the Capital City Law in 2026; and simultaneously refine mechanisms and policies on management innovation and financial autonomy for public service units.
The city also strives to complete the restructuring of public service units, schools, medical facilities, and state-owned enterprises under its jurisdiction; ensuring that 100% of departments, agencies, and commune-level governments achieve level 3 in data governance maturity.
One of the notable goals is that 100% of eligible administrative procedures will be provided as full-process online public services on the National Public Service Portal; 95% of citizens and businesses will be satisfied with using online public services. The Satisfaction Index of Citizens with Administrative Services (SIPAS) is targeted to reach at least 89%, with a minimum satisfaction level of 87% for public services in the fields of public health and education .
By the period 2028-2030, Hanoi aims to build a professional, high-quality workforce of officials, civil servants, and public employees with a rational structure, meeting the requirements of tasks in the new situation, especially at the strategic and commune levels.
The city aims for a minimum satisfaction level of 95% among citizens and businesses regarding the receipt and processing of administrative procedures; specifically, a minimum of 90% in the areas of land, construction, and investment.
In addition, the rate of exploiting and reusing digitized data in resolving administrative procedures and providing public services reached 90%; the rate of online payments on the National Public Service Portal reached 90% of the city's total transactions.
Hanoi also aims for 100% of its departments, agencies, and commune-level People's Committees to reach level 4 in data governance maturity, with 90% reaching level 5; and 100% of state agencies under the city's jurisdiction to provide open data that meets standards. The city strives to be among the top 5 localities nationwide in the Digital Transformation Index (DTI).
According to the plan, the overarching requirement of administrative reform is to stem from the actual interests and needs of citizens and businesses, placing citizens and businesses at the center, as the subjects and goals of reform; and using citizen satisfaction as a measure of the quality of service provided by state administrative agencies.
All levels and sectors are required to uphold a high sense of responsibility, demonstrate strong determination, take decisive action, ensure openness and transparency, enhance accountability, and link the results of administrative reform implementation with the evaluation of officials, especially those in leadership positions.
To achieve the above objectives, Hanoi has identified seven key task and solution groups, including: leadership and management; institutional reform; administrative procedure reform; reform of the state apparatus; civil service reform; public finance reform; and building and developing e-government and digital government.
In this regard, the city emphasized the need for strict control over the issuance of administrative procedures, continued review and reduction of cumbersome and overlapping procedures; and accelerated resolution of administrative procedures regardless of administrative boundaries based on the effective exploitation of digitized data.
This also involves innovating leadership and management methods in conjunction with digital transformation and building a digital culture within state agencies; shifting strongly from a management mindset to a constructive, service-oriented mindset; strengthening public service inspections, and strictly addressing delays and inconveniences for citizens and organizations.
The Hanoi People's Committee has assigned the Department of Internal Affairs as the standing agency responsible for guiding, urging, monitoring, and inspecting the implementation of the Plan; and coordinating with relevant units to advise on matters related to organizational structure, building a team of officials, civil servants, and public employees, as well as public awareness campaigns on administrative reform.
Departments, agencies, and People's Committees of communes and wards are responsible for concretizing the targets and tasks into administrative reform plans for the period 2026-2030 for each agency and unit; ensuring synchronized, substantive, and effective implementation, avoiding formalism and fragmentation, contributing to building a modern and professional administration in the capital city, serving citizens and businesses better...
