The Ministry of Finance has just announced a summary, explanation, and acceptance of comments on the policy documents of the Tax Administration Law project (replacement).
Regarding the content of innovation in management methods for micro-enterprises, including business households and individual businesses, the Hanoi People's Committee proposed to add regulations requiring business households to register a bank account/electronic transaction account specifically for business activities.
Applying the rule of creating separate trading accounts for business activities helps control cash flow more conveniently.
Hanoi also proposed adding regulations on connecting business registration and tax registration for business households, similar to enterprise registration, reducing administrative procedures for taxpayers.
At the same time, amend the detailed regulations on the revenue threshold of business households that must apply electronic invoices generated from cash registers to: " The Government shall detail this."

According to the commenting unit, the requirement that business households with taxable revenue thresholds must apply electronic invoices generated from cash registers in the Tax Administration Law (replacement) is not consistent with determining the actual business activities of business households in the context of economic innovations.
Citing the provisions of Resolution 198/2025/QH15 of the National Assembly on special mechanisms and policies for private economic development: "Business households and business individuals shall not apply the tax lump-sum method from January 1, 2026", the Hanoi People's Committee requested the Ministry of Finance to supplement regulations on tax declaration, declaration frequency, and simple declaration forms for business households to easily implement.
Also contributing to the content of innovation in management methods for micro-enterprises including business households and individual businesses, the Ministry of Culture, Sports and Tourism requested the drafting agency to research and develop a suitable implementation roadmap to avoid "shocking" situations.
People do not have enough time to equip themselves with knowledge to adapt to the new situation, and have not had time to prepare material conditions for implementation, especially those who are not able to use information technology.
Due to uneven economic conditions, many places are still self-sufficient, so there need to be exceptions to suit reality.
The Ministry of Finance acknowledges the comments to study the regulations at the stage of drafting the law.
