The Hanoi Social Insurance (VSI) has sent a document to departments, branches, sectors and 30 districts, towns to solicit opinions on the draft Resolution "Regulations on the level of support for health insurance premiums for the elderly from 70 to under 80 years old, people with mild disabilities, students in difficult circumstances, people from agricultural, forestry and salt-making households with an average living standard in Hanoi, period 2024 - 2025".

According to the draft, the elderly from 70 to under 80 years old, people with mild disabilities residing in Hanoi city without health insurance cards will be supported with 100% of health insurance premiums.

Students with difficult circumstances studying at nationaleducational institutions based in Hanoi who have not been issued health insurance cards will be supported with an additional 70% of the health insurance premium.

People in agricultural, forestry and salt-making households with an average living standard according to Hanoi city standards will be supported with an additional 30% of the health insurance premium. The period of support for the above groups of subjects starts from January 1, 2024 to December 31, 2025. The support fund comes from the budget of districts, towns and cities with the expected support amount in 2 years being nearly 186 billion VND.

According to the analysis of the joint departments, the Social Insurance sector - the Department of Labor, War Invalids and Social Affairs - the Hanoi Department of Finance, the issuance of the Resolution "Regulations on the level of support for health insurance premiums for the elderly from 70 to under 80 years old, people with mild disabilities, students in difficult circumstances, people in agricultural, forestry and salt-making households with an average living standard in Hanoi in the period of 2024-2025" is necessary. The reason is that the basic salary will increase from 1.49 million VND to 1.80 million VND from July 1, 2023, corresponding to the level of health insurance premiums for households will increase from 67,065 VND/month to 81,000 VND/month (an increase of 1.2 times), limiting the opportunity for people in difficult circumstances to participate in the policy.

Furthermore, supporting health insurance premiums for some subjects from the city budget is consistent with the policy of investing in social security and welfare one step ahead of the economic development of Hanoi. This is also a solution to expand health insurance coverage in the capital, helping people have an important social security support when they are unfortunately sick or have risks and need to go to the doctor for examination and treatment.
