The Hanoi People's Committee officially submitted a draft Resolution regulating the social assistance standards and social assistance policies of the city.
Accordingly, Hanoi proposed to increase the standard social assistance level from 500,000 VND/month to 650,000 VND/month, expected to be applied from January 1, 2026 if approved by the City People's Council at the ongoing session on December 25-26.

This level is expected to be spent on social protection beneficiaries according to the provisions of Decree No. 20/2021/ND-CP dated March 15, 2021 of the Government regulating social assistance policies for social protection beneficiaries; beneficiaries of social assistance policies of Hanoi city.
In addition, there are also subjects receiving social pension benefits according to the provisions of Decree No. 176/2025/ND-CP of the Government detailing and guiding the implementation of a number of articles of the Law on Social Insurance on social pension benefits.
The standard level of social assistance is the basis for determining: Monthly social assistance level; level of financial support for care and nurturing; level of nurturing allowance in public social assistance facilities managed by the Department of Health ; other levels of social assistance.
Accordingly, the draft Resolution adds the group of beneficiaries of social pension benefits according to Decree No. 176/2025/ND-CP of the Government stipulating, detailing and guiding the implementation of a number of articles of the Law on Social Insurance on social pension benefits to be applied the city's social assistance standard level. This group will also receive Tet gifts like other beneficiaries of special social assistance policies.
According to Decree 176/2025/ND-CP, from July 1, people aged 75 and over will be entitled to social pension benefits if they do not have a monthly pension or social insurance benefit, or are receiving a monthly pension or social insurance benefit lower than the pension benefit level.
Currently, Hanoi has 282,689 people receiving monthly social assistance policies in the community, of which 119,679 are social protection; 84,371 elderly people aged 80 and over are receiving social protection and switching to social pension benefits; 78,639 people are receiving new social pension benefits from July 2025.
Besides, 3,117 people are being cared for and nurtured at public social assistance facilities in the city.
Hanoi also plans to spend more than 199 billion VND/month on implementing the new social assistance standard.
