This is one of the key aspects, of particular importance in the overall plan to protect the 14th National Congress of the Party – a major political event for the country.
With close coordination, traffic police play a core role.
Starting at 6 a.m., dozens of vehicles were mobilized according to simulated scenarios, departing from key points such as hotels where delegates were staying, the National Convention Center, and several gateway routes of the capital, simultaneously moving towards the Ba Dinh area. Each route and each time slot was meticulously calculated to ensure adherence to the schedule, the formation, and the established plan.
The rehearsal process went beyond simply escorting the delegation; it fully simulated various real-life scenarios: high traffic density during peak hours, the need for flexible traffic flow adjustments, and quick handling of unexpected situations to ensure the absolute safety of the delegation while minimizing disruption to the daily lives and travel of the public.
The exercise involved all forces from the Public Security, Military, and related functional units. The Traffic Police played a core role in organizing the escort and reception of delegations, regulating traffic flow, and controlling traffic order and safety on each route.
At the starting points, traffic police proactively deployed officers and soldiers to guide vehicles and organize them in an organized manner, ensuring that the convoys moved smoothly and in the correct formation. Along the escort routes, checkpoints were set up in multiple layers, with smooth coordination between traffic police, riot police, and local police, ready to promptly handle any arising situations and avoid being caught off guard.
Simultaneously, the police forces of wards and communes intensified patrols and controls in the areas where delegates stayed and at locations hosting side activities of the Congress, contributing to maintaining security and order at the grassroots level.
Direct supervision and close monitoring.
During the drill, the city's police leaders and representatives from various operational units were present at the scene, inspecting and directing each stage and route. Closely monitoring the situation on-site allowed for timely learning and adjustments to the plan to suit traffic conditions, urban infrastructure, and the specific characteristics of each area.
Through the drills, the coordination and cooperation capabilities between forces were comprehensively tested; the feasibility and effectiveness of security, order, and traffic safety plans were realistically assessed, providing a basis for further improvement and enhancement of the quality of security work for the Congress in the future.
Before and during the exercise, Hanoi police implemented traffic diversion and restriction measures on many key routes, especially around the National Convention Center and escort routes. The traffic bans and restrictions were widely and clearly announced, allowing people to proactively choose appropriate routes and travel times.
The drill revealed that traffic conditions were generally stable, with no prolonged congestion. The forces on duty flexibly adjusted their plans, meeting both security requirements and ensuring the legitimate travel needs of the people.
The drills on escorting delegations, arranging vehicles, and ensuring security and order are crucial preparatory steps, demonstrating the proactive spirit and high sense of responsibility of the Hanoi Police in carrying out this particularly important political task. The results of the drills serve as a foundation for further refining the plans, ensuring their effective implementation when the 14th National Congress of the Communist Party of Vietnam officially takes place.
With thorough and coordinated preparation and the highest level of determination, the Hanoi Police affirmed their resolve to absolutely protect the security and safety of the Congress, making a significant contribution to the overall success of this important political event of the country.
