
According to the report, on the basis of synthesizing the proposed opinions of communes and wards on promoting decentralization and comprehensive delegation of power to local authorities to perform a number of tasks related to serving people's lives, such as: Maintaining environmental sanitation, managing and protecting special-use forests, production forests..., the Department of Finance has presided over and coordinated with specialized departments to advise the City People's Committee to adjust and supplement the decentralization of state management in a number of socio-economic fields.
To ensure consistency and conformity with decentralization of state management in a number of economic and social fields (after amendments and supplements), the City People's Committee proposes to adjust and supplement a number of regulations on decentralization of revenue sources and expenditure tasks among budget levels of Hanoi city as stipulated in Resolution No. 28/2025/NQ-HDND dated September 29, 2025 of the City People's Council.
Specifically, some adjusted and supplemented contents are as follows:
Adjusting spending tasks from city level to commune level to implement in the environmental field: Maintaining environmental sanitation, transporting waste and other environmental sanitation work within administrative boundaries (except for routes implemented by the city).
Economic sector (forestry): Investing in technical infrastructure to serve the protection and development of special-use forests and protective forests; managing, protecting, preventing forest fires, maintaining and conserving special-use forests and protective forests.
Additional tasks for city-level expenditure implementation: Economic sector (public lighting): supplying electricity to the power grid of street and alley lighting stations in communes and wards.
Resolution amending and supplementing a number of contents on decentralization of spending tasks between budget levels prescribed in Resolution No. 28/2025/NQ-HDND dated September 29, 2025 of the City People's Council mentioned above, effective from January 1, 2026.
The adjustment and addition of the above expenditure tasks serve as the basis for developing budget allocation norms, budget estimates of communes and wards and percentages (%) for revenue divided among budget levels of Hanoi city in 2026.
Regarding this content, the City People's Committee has registered to submit to the City People's Council at the regular meeting at the end of 2025.
For tasks when transferring from the city to communes and wards, the City People's Committee will direct the Department of Finance to preside over and coordinate with specialized departments to advise the City People's Committee to adjust the budget so that communes and wards have sufficient funding to carry out the transferred tasks. The state budget is guaranteed according to decentralization.
