Hanoi approves project to establish Technology Exchange, aiming for leading position in Southeast Asia

(PLVN) - Hanoi Technology Exchange is oriented to become a central connection point between research organizations, technology enterprises and investors, creating a transparent trading space for technology transfer and commercialization activities.

Vice Chairman of Hanoi People's Committee Truong Viet Dung has just signed Decision No. 6006/QD-UBND, approving the Project "Establishing Hanoi Technology Exchange".

According to the Project, the Hanoi Technology Exchange is oriented to become a modern, multifunctional science and technology infrastructure and act as a technology data center for Hanoi as well as the whole country. The Exchange will operate as a professional intermediary organization, performing the functions of valuation, brokerage, promoting technology transfer and commercialization of research results. The Exchange's system will be developed in the direction of integrating modern technologies such as artificial intelligence, blockchain and big data.

The city aims to complete the entire digital infrastructure of the Exchange by 2030, forming a large-scale technology data warehouse. During this period, the Exchange plans to list at least 30,000 pieces of information on technology products from 5,000 suppliers; make about 10,000 successful connections between technology supply and demand; complete at least 1,000 technology transfer or purchase transactions, with a total value of about VND500 billion.

Hanoi also expects the Exchange to attract at least 20 domestic and foreign technology investment funds; connect with more than 100 research institutes and universities; cooperate with 500 businesses in need of technology innovation and upgrade; and connect with at least 10 regional and international technology platforms.

The city has the ambition to build the Hanoi Technology Exchange into one of the leading technology exchanges in Southeast Asia, contributing about 5% of the total value of technology transactions in Vietnam. When it is in stable operation, the Exchange will create about 2,000 direct and indirect jobs, supporting the establishment of 100 new science and technology enterprises.

The Hanoi Technology Exchange will operate not only in the capital but also expand to provinces and cities across the country and connect internationally. The Exchange's field of operation covers many cutting-edge technology industries, including semiconductor industry, digital technology, big data, artificial intelligence, precision mechanics, automation, electronic equipment, new materials, high technology, biotechnology, pharmaceutical processing, cosmetics and high-tech food. Interconnection channels will be established between the Exchange and domestic technology exchanges, as well as major exchanges in China, Korea, Singapore and Europe.

The Platform is designed to serve a wide ecosystem, from research institutes, universities, R&D organizations to enterprises that own technology or have a need for technology transfer. Start-ups, innovative enterprises, investors, consulting organizations, valuation organizations and investment funds are also important groups that the Platform targets. In addition, the Platform will provide services to state management agencies in the fields of science and technology, standards - quality, innovation and trade.

Not only a transaction connection point, the Exchange is also oriented to become a centralized technology data center of Hanoi, providing a complete, updated and transparent source of information for the innovation community. The Exchange is considered one of the most important institutions of the capital's innovation ecosystem, along with the Innovation Center, Venture Capital Fund and the startup incubator system, contributing to creating breakthroughs in science and technology and digital transformation.

The floor will be implemented under the public-private partnership model, through a 3-year O&M (Operation - Management) contract with the selected operating enterprise. The Hanoi People's Committee will exempt the rent on the 1st, 2nd and 6th floors of the Vo Chi Cong Inter-agency Area for the management unit to create favorable conditions during the implementation phase.

The Hanoi People's Committee assigned the Hanoi Department of Science and Technology to be the focal agency, presiding over and coordinating with relevant units to organize a trial implementation for a maximum of 6 months before putting the Floor into official operation.
