The 2025-2026 school year is the first year that Hanoi will support tuition fees for all preschool children and primary school students at all levels in private schools and high-quality public schools. High schools affiliated with universities, colleges, and research institutes in the area will also benefit from this policy.
Accordingly, students at private schools and high-quality public schools in Hanoi are supported with 155,000-217,000 VND/month, equal to the tuition fee at public schools.

If studying online, the support level is equal to 75% of the above levels. The total maximum tuition support period is not more than 9 months/school year. In fact, private schools usually organize teaching and learning for 10 months/year.
In the 2025-2026 school year, Hanoi will have more than 2,950 schools with nearly 2.3 million students. Of these, there are more than 600 private kindergartens and primary schools with nearly 319,000 students. Tuition fees for private schools range from VND500,000 to VND95.5 million per month.
According to the City People's Committee, with the above support level, the total estimated cost is about 525.8 billion VND.
This is based on the resolution on tuition exemption and support passed by the National Assembly in June. The spending levels will be decided by the Provincial People's Council.
For public schools, tuition fees for the 2025-2026 school year will be the same as last year. Since this group is exempt from tuition fees, the approval will be the basis for the city to spend the budget.

Last year, only primary school students were exempted from tuition fees, so Hanoi's total tuition revenue was more than VND1,215 billion.
Many parents believe that the tuition support policy helps them reduce the pressure of paying, especially in the context of many economic difficulties.
Ms. Nguyen Ha An (Ha Dong, Hanoi) shared: "This is very good news for parents. Hanoi City cares about students and creates favorable conditions for families with children studying at private schools."
As one of many parents who benefited from the above policy, Mr. Dang Hoang Nam (Hoan Kiem, Hanoi) expressed: "This policy helps parents have more options for their children, instead of being forced to go to public schools due to the difference in costs. However, we are concerned that when there is support, some schools will adjust their tuition fees accordingly, so parents will not really benefit."
In the 2025-2026 school year, in addition to tuition support, Hanoi will support boarding meals for primary school students in both public and private schools, at a rate of 20,000-30,000 VND/day, depending on the location.
