Hanoi calls on the community to join hands in giving health insurance cards to the poor on the occasion of the Year of the Horse.

The activity of giving health insurance cards to people in difficult circumstances is a social activity, associated with the implementation of the goal of "social insurance and health insurance for all people" that has been set out to arouse consensus and join hands to contribute from the social community, organizations, businesses, and philanthropists to support people in difficult circumstances, who do not have health insurance cards or are unfortunately sick or ill.

In addition, this is also an activity to spread the spirit of solidarity, humanity, and sharing of social insurance and health insurance policies widely in the social community, contributing to increasing the coverage of social insurance and health insurance, and strengthening people's trust in the social security policies of the Party and State.

Bach Mai Hospital, Hanoi Social Security and Hoai Duc Electricity Company presented health insurance cards to nearly 20 patients in difficult circumstances in 2025.

Organizing the giving of health insurance cards to people in difficult circumstances locally after receiving support funds from organizations, businesses, and philanthropists and completing before November 30, 2025.

Regarding the subjects receiving health insurance cards, the Department of Collection Management and Participant Development, Social Insurance at all levels will base on the amount of support funds for giving health insurance cards from registered organizations, enterprises, and philanthropists and the voluntary contributions mobilized locally, select the subjects, make a list of people to allocate to each commune or concentrate in a difficult area.

Depending on local conditions, priority is given to groups that support additional contributions for health insurance participants to encourage participation. In particular, localities pay attention to groups that receive high levels of state budget support: ethnic minorities, students, people affected by storms, floods or people in difficult or especially difficult circumstances...

The Department of Communications and Participant Support widely disseminates information to organizations, businesses, and philanthropists inside and outside the locality about the plan to launch a program to give health insurance cards to people in difficult circumstances in the city. Along with receiving the list of beneficiaries from the Department of Collection Management and Participant Development, the Department of Communications and Participant Support plans to give cards, instructs social insurance agencies to organize programs to give health insurance cards to people in difficult circumstances, bringing a warm Tet to the poor in the Spring of Binh Ngo.
