The main objective of the 90-day peak period is to launch a vibrant emulation movement, encouraging agencies, units, organizations, businesses, institutes, and schools to proactively and actively participate in concretizing the Resolution.
The campaign aims to raise social awareness of the position and role of science and technology, innovation and digital transformation. At the same time, it arouses the spirit of innovation, encourages creative start-ups, and dares to think and dare to do in all economic sectors and the entire population.
An important requirement of the Plan is that the presiding agencies and units must be determined to complete products, models, and tasks before January 16, 2026 to celebrate the 14th National Party Congress.
The “6 clear” motto and three acceleration stages
To ensure effective implementation, the departments and branches assigned to preside over the development of the 6 Resolutions must advise the City People's Committee to issue a Plan to organize the implementation of the Resolution, clearly defining tasks and assigning specific tasks according to the 6 clear principles: "clear people, clear work, clear time, clear responsibility, clear products, clear authority".
The peak season is divided into three main phases:
Phase 1 is action (Time from the date of issuance of the Plan to November 30, 2025): Agencies focus on developing plans to implement the Resolution according to the 6 clear principles. Organizations, enterprises, institutes, and schools continue to register products and models to concretize the 6 Resolutions and send them to the Department of Science and Technology.
Phase 2 is acceleration (Time from December 1, 2025 - to December 31, 2025): This is the peak time to implement assigned tasks, maintain unity in perception and action, concentrate highly on spirit and strengthen all resources. This phase is also the peak of propaganda, integrated into major events of the City such as National Innovation Festival and Hanoi City Innovation.
Phase 3 is the finish line, summary (Time from January 1, 2026 - to February 1, 2026): Strengthen leadership, direction, and link the responsibility of the head with the implementation results. The city will select 3-5 typical works, products, and models to promote propaganda and put up signs to welcome the 14th National Party Congress.
Focus on communication and policy mechanisms
The propaganda work of 6 Resolutions and policies on science and technology, innovation and digital transformation is carried out synchronously, consistently and practically. The city requires strong application of digital platforms and social networks in information, propaganda and dissemination activities of Resolutions, using the Electronic Information Portal, iHanoi, VNeID, Zalo, Fanpage.
The propaganda content is compiled into a set of propaganda documents for 6 Resolutions, including press materials, infographics, video clips, Q&A sets, columns on the iHanoi application and the City's Electronic Information Portal. The forms of propaganda are diverse, such as: reporting on special reports on Hanoi Radio and Television, Hanoi Moi Newspaper, Urban Economic Newspaper; organizing conferences, seminars, talks, dialogues between city leaders, departments, branches with institutes, schools, businesses, experts, scientists and propaganda on the grassroots information system.
In terms of institutions, the City People's Committee assigned the Department of Science and Technology to preside over, coordinate with the Department of Justice, review and propose amendments to mechanisms related to decentralization, authorization, and sandbox mechanisms. In particular, the City strives to complete the Inter-sectoral Coordination Regulations and fully implement 6 specialized Resolutions of the City People's Council on the Innovation Center, Technology Exchange, Venture Capital Fund, sandbox mechanisms and policies to support the startup ecosystem in November 2025.
In the final stage, the City People's Committee will organize the Launching Ceremony in response to the National Innovation Festival and organize the Hanoi Innovation Festival. An important highlight is the development of a set of criteria and the organization of the "Capital Digital Citizen" award ceremony. Finally, a Summary Conference will be held to reward organizations and individuals with outstanding achievements in the implementation of the Plan.
The Department of Science and Technology also coordinated with the Department of Home Affairs (City Emulation and Rewards Committee) to develop specific guidelines on criteria for consideration, forms and number of reward proposals.
