Hanoi will not 'strictly ban' gasoline vehicles in Ring Road 1 from 2026

According to Deputy Director of Hanoi Department of Construction Dao Viet Long, the city does not require all vehicles to switch to electric vehicles by 2026, but will follow a suitable roadmap to give people and businesses time to adapt.

On the afternoon of December 9, the Hanoi People's Committee Office held an online discussion with the topic "Hanoi bans gasoline-powered motorbikes by the hour: What are the calculations for infrastructure and livelihoods?"

Faced with concerns that Hanoi will switch to green vehicles too quickly, Mr. Dao Viet Long, Deputy Director of the Hanoi Department of Construction, affirmed that the city will not apply it en masse but will follow a clear roadmap and group. For motorbikes used for transport business, the goal is to convert 20% before January 1, 2027, 50% before January 1, 2028 and complete 100% before January 1, 2030.

For taxis and commercial cars with up to 8 seats, from July 1, 2026, all new or replacement vehicles must use clean energy. By January 1, 2028, 50% of vehicles must be converted; and by January 1, 2030, 100% will be completed.

“This regulation only applies to new or replacement vehicles, it does not require all vehicles in circulation to be converted immediately. Vehicles that are operating normally, are still within their term and meet technical standards are still allowed to be used,” said Mr. Dao Viet Long.

According to the Deputy Director of the Hanoi Department of Construction, some misunderstandings on social networks have caused unnecessary anxiety among the people. The city does not require all vehicles to switch to electric vehicles by 2026, but will follow a suitable roadmap to give people and businesses time to adapt.

Electric vehicle price reduction, preferential policy expansion

Mr. Dao Viet Long also said that Hanoi City is drafting a resolution on green transport conversion with many policies to support people and businesses when converting to green means of transport.

Mr. Long said that the first policy that directly affects people is financial support when switching from gasoline motorbikes to electric motorbikes. The common proposed level is 20% of the vehicle value, up to 5 million VND/vehicle.

For poor households, the support level can reach 100% of the car value, up to 20 million VND; for near-poor households it is 80%, up to 15 million VND. The city also plans to support 30% of the loan interest for 12 months for cases of installment purchases, to reduce the initial cost barrier.

On the other hand, Hanoi is working with manufacturers to continue to reduce prices and expand incentives. “Electric cars are much cheaper than 5-7 years ago. If there is more pricing policy from manufacturers, the conversion will be faster,” Mr. Long said.

For passenger, cargo and public service transport businesses, the city proposes to support 30% of loan interest for up to 5 years, while allowing access to preferential capital from the Development Investment Fund and the Environmental Protection Fund. This is a group with high operating frequency and high emissions, so if converted early, it will help reduce pressure on the urban environment significantly.

In the fee group, motorbikes and scooters converted to electric are supported 50% of the registration fee, while poor and near-poor households are supported 100%. Taxis and buses (two main groups in the urban transport system) if converted and using old identification plates, are exempted from all registration fees.

Notably, public electric motorbike and electric bicycle rental units will be exempted from using the road and sidewalk for up to 5 years for sharing purposes. The city is also studying to extend free bus tickets to students, industrial park workers, and groups that regularly use public transport.

Regarding the charging station infrastructure for electric vehicles, Hanoi plans to support 50% of the land clearance costs, exempt 100% of land rent for the first 5 years, and support 30% of bank loan interest for approved clean energy charging station projects. Investment procedures for charging stations will be shortened to the maximum.
