According to the decision, Vice Chairman of Hanoi People's Committee Nguyen Xuan Luu is the Head of the Steering Committee for implementing "Converting tax management models and methods for business households when eliminating lump-sum tax" in Hanoi; Deputy Head is Mr. Vu Manh Cuong, Head of Hanoi Tax; Steering Committee members include representatives of leaders of departments, branches, units and Chairmen of People's Committees of communes and wards of the city.
The Steering Committee for implementing "Conversion of tax management model and method for business households when eliminating lump-sum tax" in Hanoi has just issued Decision No. 02/QD-BCĐ on assigning tasks to members of the Steering Committee.
Accordingly, Vice Chairman of Hanoi People's Committee Nguyen Xuan Luu - Head of the Steering Committee is responsible for leading and managing general activities, assigning tasks to members, chairing and concluding meetings of the Steering Committee; taking general responsibility for directing, coordinating, inspecting and urging the implementation of the above tasks.
Head of Hanoi City Tax Vu Manh Cuong - Deputy Head of the Steering Committee chaired and advised the City People's Committee to deploy "Converting the model and method of tax management for business households when eliminating lump-sum tax"; specifying the implementation roadmap, ensuring that by January 1, 2026, all taxable business households and individuals will declare and pay taxes according to the self-declaration - self-payment method.
Comrade Vu Manh Cuong directed to strengthen the implementation of support solutions for business households and individuals in the process of accessing and converting; organize "hand-holding" support programs, instruct digital skills, use of Etax Mobile application, electronic tax services, invoice and accounting software; arrange support desks at markets and commercial streets, and at the same time, call on technology organizations and enterprises in the area to support free or discounted sales software products, electronic invoices, digital signatures, creating favorable conditions for business households to successfully convert.
In addition, promote connection, sharing and exploitation of information, form an integrated database to serve the management of households and individual businesses; coordinate with relevant departments, branches and agencies to synchronize, standardize and regularly update data, ensuring consistency with national databases on population, business registration, land, invoices, bank accounts and other specialized information systems...
Members of the Steering Committee perform their functions, tasks, and powers in accordance with their management fields and as assigned by the Head of the Steering Committee; and are responsible to the Steering Committee for assigned tasks.
