According to the plan, the Traffic Police Department will organize 5 to 7 examination councils each day. Each council will accommodate about 250-350 car driving test takers and 300-500 motorcycle test takers, equivalent to 2,000-3,000 students per day.
However, when establishing examination councils, difficulties were encountered because many training institutions had not yet established a list of students with the minimum number as planned. Some councils had less than 200 students registered for the exam, quite low compared to expectations and current organizational capacity.
At the Driving Test Center of Automobile Transport Joint Stock Company No. 2, it shows that in order to organize a council with more than 300 students taking the test, the center encountered many difficulties.
Ms. Ta Thanh Phuong, Director of the Driving Test Center of Automobile Transport Joint Stock Company No. 2, said: “We can test from 300 to 400 students per day, all preparations are complete according to regulations. In addition, the long time between finishing the course and being notified of the exam makes candidates lose confidence, some even ask to take the exam later because they are traveling , busy with family matters or have not had time to review the theory.”
Agreeing with this opinion, Mr. Tran Quang Huy, Director of Thai An Driving Training Center, shared: “After being informed of the exam schedule, we proactively made a list and called each student. But some said they could not attend as scheduled, others asked to postpone the schedule to practice more, causing the exam list to not have the desired number of participants.”
In fact, some students have been waiting when the testing task was transferred from the Ministry of Transport to the Ministry of Public Security . Ms. Nguyen Uyen Nhi (Kien Hung ward) said: "I am quite worried about the practical part. I asked to postpone the schedule for two weeks to make up for it, and today I am confident enough to take the test."
Ms. Thu Hien (Nghia Do ward) said: "I asked to postpone the exam to August because I saw many people fail, and my knowledge was also fading. If I take the exam right away, I will definitely not pass."
From this reality, the centers quickly came up with solutions. Mr. Tran Quang Huy said that Thai An Center has asked teachers to increase tutoring and review support for qualified students, limiting the backlog due to candidates' fear of taking the exam early.
On the side of the Traffic Police Department, to facilitate training facilities, testing centers and candidates, the unit has published a weekly testing schedule, clearly stating the time and type of testing. The announcement of the schedule helps units proactively register and send a list of qualified candidates to take the test on schedule, while ensuring that the capacity to organize driving license testing is effectively exploited, avoiding wasting resources.
