Restore the "prime" location.
The Hanoi People's Committee has issued Decision No. 3952 (dated August 8, 2023) on the promulgation of the list of houses and land to be relocated according to the planning in Hanoi (Phase 1).
According to the decision, nine properties located in the districts of Hoan Kiem, Ba Dinh, Thanh Xuan, Long Bien, Dong Da, and Bac Tu Liem, currently managed and used by businesses, must be relocated within five years of the Hanoi People's Committee approving the list because they are not in accordance with the planning regulations.
Nine properties and land parcels must be relocated, including: Hanoi People's Newspaper Printing Company, Hanoi Moi Newspaper Printing Company (Hoan Kiem District); Hanoi Beer Factory - Hanoi Beer, Wine and Beverage Corporation (Ba Dinh District); Thang Long Tobacco Company, Vietnam News Agency Printing and Trading Company (Thanh Xuan District); Gia Lam Railway Factory - Hanoi Railway Passenger Transport Company, Duc Giang Oil and Gas Depot (Long Bien District); Agricultural Publishing House Company (Dong Da District) and Vietnam Institute of Chemical Technology (Bac Tu Liem District).
The document states that, for houses and land included in the aforementioned relocation list, but not subject to land acquisition for national defense, security, or socio-economic development for the national and public interest as stipulated in land law, the land acquisition, compensation, and support shall be carried out in accordance with land law.
The Hanoi People's Committee has assigned the Department of Natural Resources and Environment to continue leading the effort, in coordination with other departments, agencies, and the People's Committees of districts, towns, and communes, to review the list of houses and land currently managed and used by agencies, organizations, units, and businesses that must be relocated according to the planning.
At the same time, the above units proposed that the Hanoi People's Committee seek the opinion of the City People's Council to consider adding the items to the list to ensure the progress of the relocation plan approved by the city.
The Department of Finance is responsible for leading and implementing the proposal for developing a plan and method for handling the houses and land at the old location when relocating.
Regarding houses and land that need to be relocated due to environmental pollution, the Hanoi People's Committee has assigned the Department of Natural Resources and Environment to coordinate with relevant ministries and agencies to review and compile a list in accordance with regulations.

Building schools in "hot spots"
Notably, among the nine properties managed and used by businesses that must be relocated, some are very large and located in prime locations. For example, the Hanoi Brewery - Hanoi Beer, Wine and Beverage Corporation, located at 183 Hoang Hoa Tham (Ba Dinh District). This land is currently used for production and product display.
According to the H1-2 urban zoning plan approved by the City People's Committee in March 2021, this "prime land" area will be developed into mixed-use, public land, including a high school, housing, parking lots, and green spaces.
Similarly, Thang Long Tobacco Company Limited, located at 235 Nguyen Trai, is also subject to relocation. According to the plan, this land is situated within a planned area with designated land use functions such as: city and regional public spaces, mixed-use land (commercial services, residential), residential public spaces, kindergartens, primary schools, and green spaces.
As an area facing a severe shortage of schools, recently (August 9th), the Chairman of the People's Committee of Hoang Mai District, Nguyen Minh Tam, sent a document to the People's Committee of Hanoi City and relevant departments (Education and Training, Finance, Planning and Investment) proposing support from the City budget to invest in the construction of schools on four plots of land.
According to the People's Committee of Hoang Mai District, due to the rapidly increasing demand for education among students in the area each year (4,000 students/year), the facilities of some schools cannot keep up. Therefore, the need to build additional schools in Hoang Mai District in the near future is extremely urgent.
In response to the above situation, the People's Committee of Hoang Mai District proposed building four more schools. Specifically, they proposed constructing Hoang Liet Kindergarten on plot C1/NT3 with a capacity of 20 classrooms, at an investment of 135 billion VND, meeting national standards.
The completed school will include classroom blocks, administrative offices, learning support facilities, along with auxiliary items (toilets, parking garage, guardhouse, schoolyard, transformer station, fence, school gate...), and standardized learning and office equipment to ensure the school's operation.
Next, the construction of two Hoang Liet Primary Schools will take place on land plots C1/TH2 and F4/TH2, with an estimated investment of over 300 billion VND for each.
Hoang Liet Primary School's facilities include approximately 30 classrooms, functional rooms, physical education rooms, and administrative offices that meet national standards. The infrastructure and supporting facilities are comprehensively developed, including: playgrounds, gates, fences, flowerbeds, a transformer station, and a fire protection system, with the provision and installation of complete equipment.

Hoang Mai District has proposed the construction of Hoang Liet High School on plot C1/TH3 with an investment of over 341 billion VND. The project will have a 5-story building with a construction density of 45%, including classrooms, an administrative building, a multi-purpose building, other functional rooms, and an underground parking garage. In addition, there will be supporting facilities, sidewalk renovation, landscaping around the plot, and provision of school equipment to ensure the school's infrastructure meets regulations.
According to the proposal, all four school construction projects belong to Group B, funded by the Hanoi city budget. Explaining the funding source, the Hoang Mai District People's Committee stated that the district is currently implementing seven projects under the city's expenditure plan, funded by the district budget, totaling over 1,615,665 million VND. Therefore, Hoang Mai district does not have sufficient funds to implement the construction of the school blocks as directed by the city.
Earlier (on the afternoon of July 11, 2023), the Chairman of the Hanoi People's Committee, Tran Sy Thanh, chaired an inspection of the progress of construction of public schools meeting national standards and the slow progress and implementation of socialized school investment projects in Hoang Mai district.
Mr. Tran Sy Thanh suggested that Hoang Mai district needs a new thematic resolution on the issue of educational infrastructure – considered a crucial issue for Hoang Mai district. This resolution should include reviewing and reassessing needs, forecasting development trends, and assigning tasks to meet the urgent requirements of the district's education sector.
The Chairman of the Hanoi People's Committee requested Hoang Mai district to conduct a comprehensive review of land plots in urban areas. Any vacant land or land with slow development should be considered for reclamation to prioritize school construction, aiming for completion in 2023.
