According to the report of the Hanoi Party Committee, from July 1, 2025, Hanoi officially operated the two-level local government model in 126 communes and wards after the arrangement of administrative units. Right in the first month, the work of organizing the apparatus and cadres was urgently and methodically deployed. The Hanoi Party Committee appointed more than 2,799 comrades to participate in the Party Executive Committee at the commune level, 1,297 comrades to participate in the Standing Committee, along with all key positions such as Secretary, Chairman of the People's Council, Chairman of the People's Committee.

Communes and wards also established full advisory and support agencies for the Party Committee, the Regional Political Center, and organized the first session of the People's Council of communes and wards to pass more than 600 resolutions on organizational structure, socio-economic development plans, and local budgets.
Notably, 100% of commune and ward party committees have fully established party committees for agencies, schools, enterprises and public service units, of which 23 communes and wards have piloted the establishment of large-scale enterprise party committees. The grassroots political system has been synchronously consolidated, helping to maintain organizational stability and avoid work interruptions.
In the first month of implementing the new model, the reception and processing of administrative procedures at the commune level recorded remarkable progress. The commune level was decentralized to handle 418 administrative procedures (an increase of 306 procedures compared to before). The total number of records received from July 1 to 30, 2025 reached nearly 237,000 records, of which more than 42,000 records were online. The number of records at the commune level recorded on the National Public Service Portal ranked second nationwide. Of which, the total number of records was 158,742 (124,899 records received directly; 33,843 records received online) and 102,234 records returned results.
In addition, 476 online public service agency points have been established through cooperation with units such as VNPost, Viettel, FPT, VNPT, BIDV , etc., helping people easily access public services at regular transaction points. Notably, on July 30, 2025, the Hanoi People's Committee issued document No. 4329/UBND-NC implementing several free services for organizations and individuals carrying out administrative procedures at branches and public administrative service points in Hanoi. These services include free access to high-speed Wi-Fi, document photocopying, file covers, and legal advice when performing administrative procedures at these branches and public administrative service points.
The 24/7 online meeting system connecting to 126 commune-level bridges has been operating stably, ensuring smooth operations between the city and the grassroots. Document management, digital signatures, and file storage have been digitized synchronously, facilitating work processing. By the end of July, more than 370,000 documents had been processed through the system, of which more than 176,000 documents were processed with digital signatures.
Digital transformation has also been extended to the Party bloc with 109,070 party members registering to use the electronic party fee payment system and 52,248 party fee payment transactions recorded. The electronic news sites of 126 communes and wards have all operated stably, regularly updating local management information.
The city has issued decisions to adjust socio-economic development targets and decentralize the budget in accordance with the new model. Each commune and ward is assigned 11 socio-economic development targets to implement in the last 6 months of 2025. The 8.3% growth plan continues to be maintained with high determination. National defense, security, culture, and social security tasks are deployed synchronously. The work of caring for people with meritorious services on the occasion of July 27 is well organized, political security, social order and safety are maintained. The work of receiving people, handling complaints and denunciations is carried out seriously.
Notably, Hanoi is pioneering the pilot program for administrative procedures that are independent of administrative boundaries. From July 1st, Tay Ho and Phu Thuong wards implemented the pilot program at the commune level; from August 15th, the city-level program for cultural and social procedures was implemented at 12 branches. Support services for citizens, such as the 1022 hotline (extensions 7 and 8), the iHanoi feedback system, and the integrated online public service agent map, are operating stably, contributing to increased transparency, accessibility to citizens, and more effective service delivery.
