In November 2025, the Hanoi Department of Construction will consult with ministries and branches, then submit to the Prime Minister for consideration the planning project of the Red River Landscape Avenue axis.
According to Mr. Phan Truong Thanh, Head of Finance - Investment Department (Hanoi Department of Construction), the Red River Landscape Avenue axis is one of the five strategic axes specifically shown in the Capital's Master Plan.

The project has a research scale of about 11,000 hectares, stretching over 40 km along the Red River, passing through 16 communes and wards in the area inside Ring Road 4, affecting 40,000 people, and is preliminarily calculated to require more than 400,000 billion VND in investment capital.
Along with that, the initial planning project has been basically completed by Hanoi City with about 8 landscape parks, 12 thematic parks, a total area of more than 3,000 hectares running along the length of the boulevard.
According to the direction of the Hanoi People's Committee, the project will be divided into 3 component projects. Component project 1 focuses on site clearance; Component project 2 is the Red River landscape boulevard axis; Component project 3 is the construction of two monorail lines running along both sides of the river, each line is about 40km long, directly connecting with existing and future metro lines.
With a multi-layered, multi-functional structure, the project aims to develop harmoniously between urban and nature. The riverside space will be organized into three platforms: The high platform for urban works, housing, service centers; The intermediate platform is for parks, squares, walkways and semi-flooded spaces; The low platform is for a flooded ecological park - a "green lung" to regulate the climate for the inner city area.
In addition, the traffic system is planned synchronously including roads, urban railways, waterways and bridges connecting horizontally and vertically on both sides of the river.
The project will contribute significantly to Hanoi achieving four major goals: solving traffic congestion; reducing environmental pollution; urban beautification; solving flooding in the inner city. When completed, the project will also connect all bridges over the Red River.
With more than 3,000 hectares of park, the project will create a large green area, helping to reduce air and water pollution.
The project will also study the construction of new bridges or river tunnels depending on the planning location to increase connectivity and reduce inner-city traffic.
On October 24, the Hanoi People's Committee established a working group to carry out tasks related to architectural planning and research on the Red River landscape boulevard project. The working group is responsible for directing the review and assessment of the current situation; planning; proposing investment policies and component projects; removing obstacles related to land, site clearance, and resettlement.
According to the plan, the Hanoi People's Committee aims to start construction of the Red River Landscape Avenue project in early 2026 and complete it before 2030.
If implemented on schedule, the Red River Landscape Avenue will not only change the urban landscape in the East and South of the city, but also open up new development space, connecting Hanoi with the Northern Delta provinces. The project is expected to become a giant "green lung", and at the same time an important traffic - landscape - economic axis of the capital.
According to the master plan for the development of the capital until 2030, with a vision to 2050, the Red River axis plays the role of the backbone of the central urban space, the boundary connecting the inner and outer areas, and at the same time is the driving force for Hanoi to move towards the goal of "a green, cultured, civilized, modern and smart city".
The Red River Landscape Avenue project not only has significance in terms of infrastructure planning, but also demonstrates the long-term development vision of Hanoi - a city that knows how to harmonize nature, people and culture. When implemented methodically, synchronously and transparently, this will be a new symbolic project of the Capital, contributing to making Hanoi a center of sustainable, green and livable development in the region.
