The Hanoi People's Committee has just issued a directive on promoting growth in the second quarter and the last six months of 2026, aiming to ensure the achievement of the annual GRDP growth target of 11%. The directive was issued amidst global economic volatility, rising energy prices, and many of the city's development indicators not meeting expectations.

According to the Hanoi People's Committee's assessment, in the first quarter of 2026, the city's GRDP reached 7.87%, higher than the national average but still lower than the projected scenario of 10.23%. In addition, the private sector's recovery was uneven, export turnover in the first four months decreased by 0.9%, while the average CPI increased by 4.58%, exceeding the control threshold of 4.5%.

To create momentum for the following quarters, the Chairman of the Hanoi People's Committee requested that departments, agencies, and the People's Committees of wards and communes focus on implementing a comprehensive range of solutions to promote traditional growth and create new growth drivers.

Specifically, the Department of Industry and Trade is tasked with closely monitoring the prices of gasoline, diesel, and essential goods, proactively developing market stabilization plans, and promoting trade in key export markets such as the United States, CPTPP, UAE, India, and Africa. The city is also researching support for small businesses to adopt QR code payments, electronic invoices, and participate in e-commerce.

The tax sector is tasked with resolving difficulties in VAT refunds for exported goods, supporting businesses according to size and sector; and simultaneously developing an automated risk analysis model to assess business health and support more effective budget revenue management.

Notably, Hanoi continues to prioritize infrastructure investment and the disbursement of public investment funds. The city is urging the acceleration of major projects such as the Van Cao - Hoa Lac urban railway line (Line 5), ring roads, seven bridges over the Red River, and projects serving the APEC 2027 conference.

The Hanoi People's Committee also requested localities to complete land clearance for high-tech zones and key industrial parks by 2026; and at the same time, to promote contractor selection, shorten appraisal time, and accelerate the implementation of projects at the commune level.

In the new growth driver group, the city emphasizes the need to accelerate digital transformation, data-driven governance, build a shared spatial data platform, and integrate city-wide land data. Hanoi is also researching and implementing an AI-integrated environmental monitoring system to detect pollution hotspots early.

Science, technology, and education continue to be identified as the foundation for long-term development. The city will implement the "Next 1,000" program to identify and nurture scientific and technological talents among students; and simultaneously develop training programs linked to AI, data, and STEM/STEAM.

Amidst numerous external pressures and unresolved internal bottlenecks, the new directive from the Hanoi People's Committee is seen as a step towards creating more decisive action in governance, aiming for growth not only through speed but also through the capacity to build a foundation for sustainable development for the capital city in the new phase.
