Hanoi launches smart kiosk, “small breakthrough for big effect”

The Hanoi Public Administration Service Center has just launched a smart kiosk to authenticate and issue digital copies of electronic documents. The new technology helps save time and effort, reducing the processing time for each file from 15 minutes to 3-5 minutes.

Fast, accurate, no more waiting in line

According to the Hanoi Public Administration Service Center, in the past, when people needed to certify or request a copy, they had to go directly to the document receiving point, wait for the original to be compared with the copy, sign, stamp and receive the result. This process often took several hours, in some places up to half a day or longer, causing pressure on both people and administrative staff.

With the new model, people only need to operate directly at the Kiosk: scan original documents, the system will automatically recognize, check validity, authenticate information and immediately issue legal electronic copies in just a few minutes - fast, accurate, no more waiting in line.

Vice Chairman of Hanoi People's Committee Truong Viet Dung said that currently the total number of administrative procedures in Hanoi is about 2,130, at the commune - ward level is 434. The city has decided to delegate or decentralize more strongly, possibly adding about 200 to 250 procedures to the commune level. Comprehensive decentralization allows the commune level to decide on the contents, with the biggest goal of serving the people better. Along with that, the city is determined to build a digital citizen of the Capital.

A representative of the Hanoi Public Administration Service Center said that, implementing the Party and State's major policy on breakthroughs in science and technology , innovation and national digital transformation, Hanoi has been making efforts, determination, perseverance and pioneering in building a service-oriented administration, taking people as the center, taking data as the foundation and taking technology as the driving force for development.

In that context, administrative procedure reform is the front line of digital transformation, where every small change creates a big impact on people and businesses.

Just for the procedure of certifying copies from originals, the city receives nearly 70,000 files each month. Meanwhile, most communes and wards only have 1-2 judicial officers in charge. This shows that a seemingly simple procedure is taking up a large part of the workload, putting pressure on officials and wasting a lot of time and effort of the people.

Although the Prime Minister and the Chairman of the City People's Committee have directed to rectify the abuse of requests for certified copies, in reality, this procedure still arises in very large numbers - not only because of administrative habits but also because there is no reliable enough digital tool to replace manual operations.

People still have to carry original documents back and forth many times, waiting, wasting time. Judicial officers still have to manually process each file, which is both overloaded and prone to errors. This is a "small bottleneck but has big consequences" in the process of administrative digital transformation.

Empowering people and businesses

Based on that reality, the City Public Administration Service Center has proactively researched and coordinated with partners to develop a system for authenticating and issuing digital copies of electronic documents - a "small breakthrough for great efficiency" solution, helping to transform the authentication process from manual to electronic, ensuring safety, speed, legality and user-friendliness.

The system applies AI, OCR, and facial authentication, allowing people to perform authentication directly at the smart Kiosk. The entire process - from verification, official signature, to printing a copy with QR code - only takes 3-5 minutes, instead of 15 minutes manually.

The work efficiency of judicial officers increases 3-5 times, while still ensuring absolute legality and security. The issued digital copy has an identification code, QR code, "TTPVHCC" watermark and is securely stored on the city's electronic system. People can look it up anytime, anywhere via email, iHanoi e-wallet or print a paper copy when needed.

Each digital copy not only replaces the conventional certified copy, but can also be reused to perform online public services throughout the process and in many other procedures, helping to save costs, time and effort for people and businesses.

According to Mr. Cu Ngoc Trang, if replicated throughout the city, the system will help reduce 50-60% of printing and storage costs each year; reduce hundreds of thousands of people's travel; and increase the rate of online public services to over 80%.

The Center aims to, after the pilot phase, coordinate legal and technical assessments and submit to the City People's Committee for permission to expand the scale and scope of the pilot, towards a paperless, distance-free, and limitless administrative model.

Smart kiosks will not only be present at the Center or Ward People's Committee, but also be placed in residential areas, commercial centers, and public places, so that people can carry out procedures anytime, anywhere. This is a practical step to move from "pre-inspection" to "post-inspection", empowering people and businesses - in the spirit of "serving government, accompanying digital society".
