Hanoi reviews land fund for parks and flower gardens to build underground parking lots

Hanoi City is reviewing land funds in flower gardens and parks to build underground parking lots to reduce static traffic pressure in the inner city.

On the morning of December 7, Mr. Vu Dai Thang, Chairman of Hanoi People's Committee, Head of Supervisory Delegation 01 of Hanoi Party Committee worked with the Standing Committee of Ba Dinh Ward Party Committee on leadership, direction and organization of urgent tasks in the last months of 2025.

Reporting at the conference, Mr. Pham Quang Thanh - Secretary of the Party Committee of Ba Dinh Ward said that with the characteristics of being the national political - administrative center, where many central agencies are headquartered and major events often take place, the requirements for environmental sanitation, urban order and traffic safety are always identified by the ward as key tasks.

“Ba Dinh Ward has a large population, high traffic density and dense service activities, putting great pressure on the existing infrastructure system. Therefore, the ward recommends that the city allow for increased frequency of cleaning and sweeping of sidewalks and roads, especially on central streets,” said Mr. Thanh.

Regarding traffic order, Mr. Thanh frankly admitted that some areas such as Doi Can, Ngoc Ha... are often congested, especially on weekends. The reason is that the roads are small, the infrastructure is old, while the number of vehicles is large, especially the vehicles taking visitors to the relics in the ward. In addition, the situation of parking on the street causes more pressure and reduces traffic capacity.

From this reality, the Secretary of Ba Dinh Ward proposed to study the construction of a centralized parking lot in the neighboring area to relieve the pressure of static traffic. According to Mr. Thanh, this is the most fundamental solution to reduce congestion, create a civilized urban living space, and at the same time better serve the needs of residents and tourists.

The leader of Ba Dinh ward proposed that the city focus public investment resources to build underground and above-ground parking lots in the area. “The city should take advantage of underground space for parking lots. In fact, the planning has been in place for many years, but this is a 'bone dish' that no business wants to do. Therefore, the city should devote public investment resources to building parking lots,” Mr. Thanh said.

Regarding this content, Mr. Le Thanh Nam - Chief of Office of Hanoi People's Committee, Deputy Head of Supervisory Delegation 01 of the City Party Committee - said that environmental sanitation work has recently been paid attention to by units, promoting mechanization in garbage collection and transportation. However, he emphasized that it needs to be done more systematically, cleaner, ensuring synchronization and regular maintenance to meet the requirements of a central city.

Regarding parking lots and urban infrastructure, Mr. Nam said that the city has directed to review all flower gardens that are qualified to build underground parking lots in inner-city wards. Accordingly, the city plans to remove restrooms on sidewalks, gradually moving all of these items to the basement combined with underground parking space.

The Chief of the Office of the Hanoi People's Committee also informed that many investors expressed their desire to participate in underground parking construction projects under the form of public-private partnerships. Mr. Le Thanh Nam said that the city will synthesize and include them in the general planning, and at the same time review them for implementation in 2026 and the following phases.

Concluding the conference, Chairman of the Hanoi People's Committee Vu Dai Thang, Head of the monitoring delegation, emphasized the importance of this inspection and monitoring round. He said that after nearly six months of implementing the two-level urban government model, it has basically become routine and has clearly supported the implementation of tasks at the grassroots level.

Mr. Vu Dai Thang said that the City People's Council has approved the GRDP growth target of 11% in 2026, a "very large" target, requiring the consensus and efforts of the entire political system, businesses and people. To meet new development requirements, the city will continue to build specific mechanisms and policies and perfect the organizational model and apparatus in the coming time.

Regarding the local recommendations, the Head of the monitoring delegation agreed with the proposal to build shared spaces and infrastructure such as parking lots and electric charging stations. He suggested that the ward proactively propose specific projects because "no one understands the area better than the grassroots officials".

“Currently, the city is focusing on building a list of public investment projects in the upcoming period. We completely agree with the ward’s proposal, because special wards such as Ba Dinh, Hoan Kiem, and Cua Nam must have higher standards and norms, so of course the costs must be higher,” said Mr. Thang.

At the conference, the Chairman of the Hanoi People's Committee emphasized the importance of promoting digital transformation in urban order management, using supporting tools such as digital data, image systems, and smart monitoring platforms. The city is focusing on building a new smart urban model, in which Ba Dinh will be one of the first pilot areas.
