Hanoi will significantly decentralize power to communes and wards.

On May 6th, Nguyen Thi Tuyen, Member of the Central Committee of the Party and Deputy Secretary of the Government Party Committee, and National Assembly deputies from Constituency No. 9 in Hanoi met with constituents following the First Session of the 16th National Assembly.

The conference was held in person at Tay Phuong commune and connected online to Chuong My ward and the following communes: Phu Nghia, Xuan Mai, Tran Phu, Hoa Phu, Quang Bi, Thach That, Ha Bang, Hoa Lac, Yen Xuan, Quoc Oai, Hung Dao, Kieu Phu, and Phu Cat.

At the conference, voters in Constituency No. 9 heard a report on the results of the first session of the 16th National Assembly ; and a report on the responses to voters' suggestions and recommendations by competent authorities following the Tenth Session of the 15th National Assembly.

Speaking at the conference, voters expressed their agreement, trust, and high appreciation for the sense of responsibility and efforts of the National Assembly deputies in fulfilling their functions and duties as prescribed. Voters also requested that the National Assembly deputies continue to pay attention to, reflect on, and make recommendations to the competent authorities to create more favorable conditions for the locality, especially in the areas of investment and upgrading infrastructure, in order to meet the requirements of socio -economic development and improve the lives of the people.

Regarding transportation infrastructure in the area, voters in Chuong My ward requested that the project to upgrade and expand National Highway 6 be expedited, with a focus on key items, especially the Mai Linh bridge area. Voters also requested attention to investment and early implementation of the expansion and completion of the intersection between Provincial Road 419 and National Highway 6 to ensure smooth and safe traffic flow and meet the transportation needs of the people.

Voters in Tay Phuong commune also petitioned the National Assembly to pay attention to and request the Government, central ministries and agencies, and the city of Hanoi to promptly consider and allocate resources for investment in the West Lake - Ba Vi arterial road. In particular, to quickly establish a basis for implementing the project to preserve, restore, and promote the value of the Tay Phuong Pagoda, a special national historical site; and to attract domestic and international tourists, and boost tourism and service development in the area, voters in Tay Phuong commune requested the Hanoi City National Assembly Delegation to pay attention to and request the city, the Ministry of Culture, Sports and Tourism, and other relevant ministries and agencies to promptly appraise and approve the Plan for the Preservation, Restoration, and Improvement of the Tay Phuong Pagoda, a special national historical site.

Specifically, Quoc Oai commune requested that the National Assembly and the Government consider and adjust the regulations and policies for part-time village officials to ensure they are appropriate to the current workload. At the same time, voters in Constituency No. 9 also requested that relevant agencies research, issue, and implement appropriate support mechanisms and policies to encourage people to continue production; and research comprehensive, fundamental, and long-term solutions to definitively address the pollution of the Day River water source…

National Assembly Deputy Nguyen Thi Tuyen, Deputy Secretary of the Government Party Committee, received feedback and suggestions from voters.

On behalf of the National Assembly deputies from Constituency No. 9, Deputy Nguyen Thi Tuyen, Deputy Secretary of the Government Party Committee, received all the opinions and recommendations from voters in 15 communes and wards to forward to relevant agencies for consideration and response within their authority. The recommendations will be compiled and sent to the National Assembly, the Government, central ministries and agencies, and the city of Hanoi for research and consideration.

Providing further information on the results of the First Session of the 16th National Assembly, with the National Assembly passing the Law on the Capital City in 2026, National Assembly Deputy Nguyen Thi Tuyen affirmed that this is a comprehensive, thorough, and profound law on decentralization and delegation of authority, enabling the government and people of Hanoi to proactively implement tasks to build the city into the capital of the whole country in accordance with the spirit of "leading the way and setting an example." Currently, the Hanoi People's Council and People's Committee are urgently issuing a plan to concretize the Law on the Capital City in 2026, which strongly decentralizes authority to communes and wards.

In addition, the 2026 Capital City Law also allows Hanoi to pilot some outstanding issues in the current legal system, accompanied by a supervisory mechanism of the National Assembly, its committees, and central government agencies.

Regarding the petition from voters in Chuong My ward, National Assembly Deputy Nguyen Thi Tuyen stated that, according to the directives of Hanoi city leaders, land clearance for the entire route of the National Highway 6 upgrade and expansion project must be completed by June 30th.

Furthermore, the Government will soon issue guidelines on the reorganization of villages and residential areas. Specifically, in Hanoi, villages with 500 or more households will be established in rural areas, while residential areas with 700 or more households will be established in urban areas. "Regarding part-time officials in villages and residential areas, the Government's policy is to delegate the responsibility to local authorities to ensure their entitlements and policies are properly implemented," added National Assembly Deputy Nguyen Thi Tuyen.
